IMPLEMENTING EU NATURA 2000 AT THE PROJECT LEVEL: LESSONS FROM THE VELUWE BORDER LAKES IN THE NETHERLANDS

The implementation of the European Union Bird and Habitat Directives in the field of water infrastructure has caused severe project disruptions in the past. The prevalence of negative experience has triggered a new approach, which aims to integrate site‐specific characteristics of ecosystem and project objectives during the development of the initial project design. This is termed integrated nature design. In this paper we advance the hypothesis that applying integrated nature design in Natura 2000 areas can increase the chances of a project being approved in case appeal is made to the courts. To test our hypothesis we have carried out a quasi‐experimental comparison of two coastal zone development projects in the Netherlands. Our analysis demonstrates that a coastal development project in a Natura 2000 area has a greater chance of success if its design integrates nature, provided that the project administration and scientific findings are favourable.     

Panel data analysis in comparative politics: Linking method to theory

Abstract.  Re-analyzing a study of Garrett and Mitchell ('Globalization, government spending and taxation in the OECD', European Journal of Political Research 39(2) (2001): 145–177), this article addresses four potential sources of problems in panel data analyses with a lagged dependent variable and period and unit dummies (the de facto Beck-Katz standard). These are: absorption of cross-sectional variance by unit dummies, absorption of time-series variance by the lagged dependent variable and period dummies, mis-specification of the lag structure, and neglect of parameter slope heterogeneity. Based on this discussion, we suggest substantial changes of the estimation approach and the estimated model. Employing our preferred methodological stance, we demonstrate that Garrett and Mitchell's findings are not robust. Instead, we show that partisan politics and socioeconomic factors such as aging and unemployment as expected by theorists have a strong impact on the time-series and cross-sectional variance in government spending.

The Sovereignty of Things: Nationalism and Its Materials in Mexican Photography (1920s–1940s)

The ubiquity of the artefact in Mexican photography needs to be understood as the locus of key originary concepts and as a point of purchase for metaphotographic reflexivity and not merely as an emblematic prop or decorative marginalia. The article discusses the way in which strategies of focus, composition and visualisation, along with the selection or ‘find’ of particular objects and materials, made palpable the abstractions of self‐hood and cultural singularity through the disclosure of form, light and texture. It considers how the practice of the close‐up itself became a cultural trope and how, paradoxically, the pursuit of sovereign objects and autochthonous production in modernist photography elicited a response that infringed visibility in favour of proximity.
