Violence, bribery, and fraud: the political economy of?elections in Sub-Saharan Africa

Post-Soviet African democratization has introduced elections into contexts that often lack restraints upon the behavior of candidates, resulting in the emergence of voter intimidation, vote-buying, and ballot fraud. We propose a model of electoral competition where, although some voters oppose violence, it is effective in intimidating swing voters. We show that in equilibrium a weak challenger will use violence, which corresponds to a terrorism strategy. Similarly, a nationally weak incumbent will use repression. However, a stronger incumbent facing local competition will prefer to use bribery or ballot fraud. We discuss the applicability of the model to several African elections.     

From Anthropology to Human Geography: Human Terrain and the Evolution of Operational Sociocultural Understanding

Human terrain is a complicated term. It has been plagued with controversy in recent years stemming from US Army implementations in the Middle East. This paper reviews the history of human terrain in three forms: as a human behavioral concept, a conflict based application, and a multidisciplinary area of research. It investigates the history of the term and its evolution from anthropological foundations to human geography and geospatial intelligence. Recommendations are given and practices are suggested to gain knowledge and understanding of people that can assist in helping in hazardous situations and avoiding conflict.     

Los Congresos Estatales y la Política Federal en México: state legislatures and federal policymaking in Mexico

The Mexican Constitution, in the Poder Legislativo, grants state legislatures the authority to introduce legislation (iniciativas de ley) in the federal congress. In this paper the authors examine this powerful mechanism through which the Mexican state legislatures can directly influence policymaking at the federal level. Using a new data set of state-led initiatives, this work: describes the frequency with which iniciativas are introduced; describes the substance, timing, and final disposition of these state-led initiatives; and explains which factors affect the probability of presenting a state-led initiative. The authors find that party competition and partisan divisions at the state and federal levels play a significant role in the use of iniciativas de los congresos estatales. The authors’ study of this peculiar authority granted to the Mexican states contributes to the rich discussion of the changing role of the states in the era of Mexico’s nuevo federalismo.     

Development Dynamics of Chinese Resource‐Based Investment in Peru and Ecuador

This article analyzes the developmental impact of two of the earliest investments made by Chinese companies in South America, the Shougang Corporation's mining activities in Peru and Andes Petroleum's oil extraction operations in Ecuador. The article draws attention to the importance of contextualizing and disaggregating instances of Chinese resource‐based investment in order to adequately grasp the complexity of processes that are contingent to particular regimes of natural resource governance, companies' backgrounds, and the strength and nature of local reactions, among other factors. It thereby encourages a critical examination of Chinese investment in South America that explores how the characteristics of that investment are reshaped by the long and contested histories of resource extraction in the region, the promotion of and resistance to particular visions of development, the agency of multiply situated and complex actors, and the wider transnational production networks in which resource extraction processes are embedded.
