In order to detect latent fingerprints that could be damaged by liquid or powder reagents, non-destructive processes such as gaseous reagents have been developed. In this report, we propose the use of fine mist generated when hot vapor of high-boiling-point liquids is rapidly cooled by surrounding air for fingermark detection. Octyl acetate (OA), 2-phenoxyethanol (2PE), and methyl decanoate (MD) were found to efficiently produce mist when heated to 230°C. By combining these liquids with p-dimethylaminocinnamaldehyde (DMAC) and cyanoacrylate (CN), our team demonstrated effective fluorescence staining of cyano-treated fingermarks using DMAC/OA misting or DMAC/2PE misting, and one-step fluorescence detection of latent fingermarks without cyanoacrylate treatment using DMAC/OA/CN misting or DMAC/MD/CN misting. Fingermark fluorescence was efficiently observed by excitation with a blue LED light (max. wavelength 470 nm) equipped with an interference filter and passing through a 520 nm long-pass filter. We successfully obtained fluorescent images from fingermarks on several substrate materials using the developed misting method.  相似文献

The United Nations Framework Convention on Climate Change envisions that all countries will follow the principle of ‘common but differentiated responsibility’ in terms of their responsibility to protect the earth’s climate system. However, its concrete application has always been controversial. The Kyoto Protocol framed this allocation issue in terms of quantified emission reduction and limitation objectives (QERLOs) in its Annex B, but this also triggered the refusal of the United States to ratify the Protocol. This article identifies some of the problems associated with allocation, and its problems inter-linked with governance architecture, by examining the case of the allocation of reduction commitments for greenhouse gas emissions in the context of climate governance beyond 2012. Three broad criteria are used in the discussion, namely, responsibility, capability, and efficiency. Target numbers for individual countries differ with the criteria used, but they also differ even within the same criteria category, due to different ways these conceptual criteria are translated into quantitative calculation formulas. Sometimes this makes a large difference for individual targets. Our calculations using different criteria and formula to come up with medium-term targets for selected developed countries show that differences in results are caused by the choice of allocation principle, differences in allocation formula under a given allocation principle, and different calculation criteria used under a given allocation formula. Assumptions in modeling and the choice of data also affect results. Importantly, interests are often embedded explicitly or implicitly behind these different ideas. Although allocation and architecture seems to be different problems of governance at first glance, there is also a link between limited data availability for allocation calculations and the form of governance architecture proposed. In this article, the author will focus on the role former Japanese diplomat Yoshio Okawara played in the “restoration” in the context of postwar Japan–US relations, particularly in his capacity as Japan’s ambassador to the US. During the 1980s, a period when trade friction between Japan and the US was particularly intense, and diplomatic relations pluralized, Okawara emerged as a “pragmatist,” striving to vanquish the “perception gap” between the two nations. Today, the Donald J. Trump administration seems to be shaking up the global system of free trade. In the current situation, there is much to learn from the example set by the diplomat Okawara, a pragmatist who throughout his life did so much to narrow the perception gap that caused the trade frictions of the 1980s and to restore the Japan–US relationship that had been ravaged by war.  相似文献

Fire investigators frequently encounter electrical wires with melted ends at fire scenes, which can provide useful information on the cause and development of the fire even when the melted ends result from the fires. A bead on a melted end of a wire was found in the area of origin of a massive fire that lasted for nearly a whole day, devastating a factory. The bead appeared to be the end of a wire soldered to a terminal. X-ray analysis showed that the bead is a tin-copper alloy. Although regular tin-lead solder was used in the factory, lead was not detected. This contradictory result stood in the way of fire investigation. Therefore, an unused wire soldered with tin-lead solder was heated in an electric furnace at 500 degrees C for 3 h for further examination. X-ray analysis of this wire showed that copper can be alloyed with tin while losing lead in a long-term heat in a fire.  相似文献
