Going Down on Good Neighbours: Imagining América in Hollywood Movies of the 1930s and 1940s (Flying Down to Rio and Down Argentine Way)

During the Good Neighbor Era of the 1930s and 1940s, the USA sought to normalise relations with Latin America in order to promote hemispheric unity, particularly so after the outbreak of the Second World War, which provoked anxiety about transatlantic trade routes and South American attitudes towards the Axis. An Office of the Co-ordinator of Inter-American Affairs was established, which in turn set up a Motion Picture Division. The Division pressed for a Latin American specialist to monitor and control representations of Latin America via the Production Code Administration. The attempt to promote positive portrayals of Latin Americans assisted a boom in musical comedies dealing with North Americans visiting their southern neighbours. This article examines an early precursor, Flying Down to Rio (1933), and a full-blown Good Neighbor movie, Down Argentine Way (1940). The article uncovers, behind the optimistic projection of neighbourliness, hidden tensions and deep-rooted anxieties about American identities.     

Organic Farming in Xinjiang

THE terms "clean," "safe" and "organic" are not usu-ally associated with Chinese agricultural output, but for Professor Gao Jie they are a mantra to live by. As the vice dean of Horticulture at Xinjiang Agricultural Uni-versity, his days are spent researching new ways to increase agricultural production without endangering the environment or consumers.     

The Mutability of Public Reason

Rawls's “public reason” has not been without its critics. One criticism is that public reason is “conservative.” Public reason must rely on those beliefs that are “widely shared” among citizens. But if public reason relies on widely shared beliefs, how can it change without departing from those beliefs, thus violating public reason? In part one of my essay, I introduce the conservatism objection and describe two unsatisfactory responses to it. Part two argues that there are aspects of public reason which diminish the force of the conservatism objection: first, that public reason is historical, and second, that it is mutable.     

THE EFFECT OF SUPERMAXIMUM SECURITY PRISONS ON AGGREGATE LEVELS OF INSTITUTIONAL VIOLENCE*

Supermax prisons have been advanced as means of controlling the “worst of the worst” and making prisons safer places to live and work. This research examined the effect of supermaxes on aggregate levels of violence in three prison systems using a multiple interrupted time series design. No support was found for the hypothesis that supermaxes reduce levels of inmate‐on‐inmate violence. Mixed support was found for the hypothesis that supermax increases staff safety: the implementation of a supermax had no effect on levels of inmate‐on‐staff assaults in Minnesota, temporarily increased staff injuries in Arizona, and reduced assaults against staff in Illinois.
