The results of a field study examined in this article show the remarkable success of a reproductive health education and community outreach project in Cambodia that has been implemented by the Ministry of Women's and Veterans' Affairs since 1995, both in terms of levels of volunteer activity and in terms of the impact of the project on increased knowledge and practice in reproductive health issues among the target population. A key to the project's success appears to be its adherence to principles identified, but seldom practised, such as a strong commitment to capacity building at all levels.  相似文献

Among stable democracies, Uruguay is one of the most prodigious users of direct democratic devices at the national level. If we analyze the relationship between the share of “yes” votes received by any popular initiative and the share of votes received by politicians who politically supported it, we observe a strikingly high positive correlation of 0.9. Explaining this correlation is the central objective of this paper. Three alternative hypotheses are plausible: First, such a correlation could be a spurious association due to aggregation bias. Second, PI results could be reflections of economic conditions. Third, Uruguayans are extremely consistent in following their political parties' advice. This paper finds that when Uruguayans go to the polls to vote on a popular initiative, their vote choice is primarily the result of their party loyalty, rather than their reaction to economic conditions. In testing my hypotheses I rely on the following statistical methods: King's “Ecological Inference,” multivariate regression, and path analysis. There is a growing interest within universities in the operation of state and local governments, and in the services they provide. An example of this interest is the Program for Urban and Policy Sciences (UPS) at the State University of New York at Stony Brook.Since its inception two years ago, it has been the operating policy of the Program to direct its principal research activities to real and immediate problems facing state and local governments in the New York area. In each of the collaborative efforts undertaken with an outside agency, we have seen our role as that of both problem analysts and catalytic agents for bringing about change. This means our faculty and students actively participate in the policy formulation and policy implementation processes. A case study of a cooperative effort undertaken with the Environmental Protection Administration of New York City illustrates these ideas.We believe that a successful university program should combine research with real world experience; the university should encourage the faculty to broaden the scope of their activities; and students, particularly those from minorities, should be trained for professional careers as planning and program analysts.Work reported in this paper has been supported by the National Science Foundation under grant GI-5. The Assisted Reproductive Technologies (“ART”) have resulted in over eight million births to date, heralding remarkable advances in reproductive medicine with a transformational impact on both medicine and law. The effects have been acutely felt on the modern family, as well as on a myriad of areas of legal practice—including Family Law, Estate Planning, Contract, Health, Constitutional, Criminal, Discrimination, Tort Law and, for international arrangements, Immigration and Citizenship laws. This article examines the historical context, present impact, and future trends of ART and the Law. Its purpose is to help better understand these unique developments in order to help law and policy makers harness and craft the policies and frameworks that will be needed to monitor, shape and guide these remarkable possibilities for participants, professionals, law and society.  相似文献

This paper examines the political and bureautic dynamics of health regulation under the National Health Planning and Resources Development Act and, to a lesser extent, the Carter Cost Proposal now before Congress. A number of underlying issues that affect the day-to-day exercise of health planning are considered, including the contest between state and local and federal government for program control, jurisdictional conflict between state and local planning agencies, and the unsettled roles to be played by professional planners, consumers, and providers. When we assess regulatory policy in health, these complicating factors must be added to the long list of handicaps that already exist. One important finding is that local planning agencies have embraced the task of health regulation somewhat more fully than had generally been expected. A number of explanations for this are offered. In short, the controlling factors in health planning are political, not technical, and there is more occurring at the state and local levels than many had predicted, although any impact is not likely to be dramatic.  相似文献
