Contrary to the mainstream economic view that unfree labour in the US ended with the Emancipation, this article argues that an unfree labour system continued to dominate southern agriculture in the post Civil War period. Part I details how the southern land tenure system, contract labour laws, and credit system combined to create a social structure of accumulation [Edwards, Gordon and Reich, 1982] that effectively trapped a majority of sharecroppers in debt peonage. However, unlike Ransom and Sutch [1977] I argue that it was the planter and not the merchant, class who were the chief architects and beneficiaries of the unfree labour system. Part II creates a model showing how this ‘unfree’ social structure of accumulation led to the limited and skewed patterns of industrial development, the low level of technological innovation in agriculture, the eventual creation of a large surplus labour pool, and the depressed wage rates that have characterised the American South up to the 1970s.  相似文献

To investigate the dual-target rapid serial visual presentation (dtRSVP) task as a measure of deviant sexual interest (i.e. a sexual interest in children), we administered a dtRSVP with gender- and age-specific pictorial stimuli to child sex offenders (n = 69), other sex offenders (n = 43), non-sex offenders (n = 14), and community controls (n = 88). We hypothesized that (1) stimuli belonging to the preferred gender and age group presented as targets (both T1 and the subsequent T2) in the serial sequence would be more accurately detected than non-preferred stimuli and that (2) this increased detection would reduce the detection of targets later in the serial sequence (T2) due to an attentional blink. Our findings supported hypothesis 1 and partly supported hypothesis 2. Although we found group differences, individual indices based on detection rates did not allow for individual-level diagnostic categorization of participants.  相似文献

This article explains the complex intertwinement between public and private regulators in the case of robot technology. Public policymaking ensures broad multi-stakeholder protected scope, but its abstractness often fails in intelligibility and applicability. Private standards, on the contrary, are more concrete and applicable, but most of the times they are voluntary and reflect industry interests. The ‘better regulation’ approach of the EU may increase the use of evidence to inform policy and lawmaking, and the involvement of different stakeholders. Current hard-lawmaking instruments do not appear to take advantage of the knowledge produced by standard-based regulations, virtually wasting their potential benefits. This fact affects the legal certainty with regards to a fast-paced changing environment like robotics. In this paper, we investigate the challenges of overlapping public/private regulatory initiatives that govern robot technologies in general, and in the concrete of healthcare robot technologies. We wonder until what extent robotics should be governed only by standards. We also reflect on how public policymaking could increase their technical understanding of robot technology to devise an applicable and comprehensive framework for this technology. In this respect, we propose different ways to integrate the technical know-how into policymaking (e.g., collecting the data/knowledge generated from the impact assessments in shared data repositories, and using it for evidence-based policies) and to strengthen the legitimacy of standards.  相似文献

Abstract

Mises’ ‘calculation argument’ against socialism argues that monetary calculation is indispensable as a commensurable unit for evaluating factors of production. This is not due to his conception of rationality being purely ‘algorithmic,’ for it accommodates non-monetary, incommensurable values. Commensurability is needed, rather, as an aid in the face of economic complexity. The socialist Neurath's response to Mises is unsatisfactory in rejecting the need to explore possible non-market techniques for achieving a certain degree of commensurability. Yet Neurath's contribution is valuable in emphasizing the need for a balanced, comparative approach to the question of market versus non-market that puts the commensurability question in context. These central issues raised by adversaries in the early socialist calculation debate have continued relevance for the contemporary discussion.  相似文献

The many regional and intrastate wars and conflicts have contributed significantly to Africa's overall economic, political and strategic marginalisation in world affairs. The AU's new African Peace and Security Architecture (APSA) is designed to provide conflict prevention, peace-keeping and peace-building on the continent, but lacks autonomy. The UN, EU, G8 countries, China and, to some extent, NATO and India are active players on the African peace and security scene and are engaged in assisting APSA's operationalisation. But the multiplicity of actors, the magnitude of resources involved and the enormity of the challenges point to the need to enhance coordination by setting up a single entry point for channeling international assistance. Having provided the most funding to date, and with its strong strategic ties with Africa and its extensive participation in other regional and global fora, the EU is best equipped to coordinate support to minimise wasteful duplication, ensure synergy in developing the APSA and implementing its mandate.  相似文献

Conventional wisdom argues that national economic perceptions generally have an important impact on the vote choice in democracies. Recently, a revisionist view has arisen, contending that this link, regularly observed in election surveys, is mostly spurious. According to the argument, partisanship distorts economic perception, thereby substantially exaggerating the real vote connection. These causality issues have not been much investigated empirically, despite their critical importance. Utilizing primarily American, and secondarily British and Canadian, election panel surveys, we confront directly questions of the time dynamic and independent variable exogeneity. We find, after all, economics clearly matters for the vote. Indeed, once these causality concerns are properly taken into account, the impact of economic perceptions emerges as larger than previously thought. As well, the actual impact of partisanship is clearly reduced.  相似文献

This study concerns the market for research collaboration between industry and universities. It presents an analysis of the population of all Italian university–industry collaborations that resulted in at least one international scientific publication between 2001 and 2003. Using spatial and bibliometric analysis relating to scientific output of university researchers, the study shows the importance of geographic proximity in companies’ choices of university partner. The analysis also reveals inefficiency in the market: in a large proportion of cases private companies could have chosen more qualified research partners in universities located closer to the place of business.  相似文献
