This article examines the case for a participatory policy analysis. An idea advanced mainly by democratic and postpositivist theorists is increasingly becoming a practical concern. Criticizing conventional conceptions of science and expertise, theorists advocating participatory democracy argue that the conventional model of professionalism based on a practitioner-client hierarchy must give way to a more collaborative method of inquiry. While such arguments have largely remained in the domain of utopian speculation, recent experiences with a number of wicked policy problems have begun to suggest the viability, if not the necessity, of participatory research methods. Through two case illustrations of a wicked problem, the so-called Nimby Syndrome, the essay seek to demonstrate that collaborative citizen-expert inquiry may well hold the key to solving a specific category of contemporary policy problems. The article concludes with some observations on the possibilities of bringing participatory research more fully into mainstream policy science.  相似文献

Switzerland is a laggard in terms of digital campaigning. Direct democratic votes, more particularly, are centered around issues and little personalized. Combined with the specificities of voters’ information behaviour in direct democratic campaigns, these features are likely to disincentivize political actors from extensively campaigning online. Instead, we expect political actors to continue relying on traditional media. These propositions are tested on a large data base of social media posts and newspaper advertisements published before direct democratic votes held in Switzerland from 1981 to 2020 and 2010 to 2020, respectively. Counterintuitively, this research note finds a strong discontinuity in campaign communication practices. Over the past decades, and between 2010 and 2020 in particular, newspaper ads have become less central to direct democratic campaign communication. At the same time, political actors are increasingly shifting their communication to the digital sphere.  相似文献

Contemporary politicians face immense rhetorical and communicative challenges. Performing on the intertwined stages of politics, media (including Internet) and everyday life, they need to master diverse and contrasting repertoires of talk. Political communication research, at present, has ignored the question of how politicians face and experience these challenges, and how they reflect on the new communicative field. In this article, we begin to redress this situation by analysing and comparing the motives, experiences and reflections of politicians who appeared in the British satirical TV show, Have I Got News for You, and its Dutch adaptation, Dit was het Nieuws. Based on in-depth interviews with seven Dutch and 14 English MPs, we conclude that they draw from three repertoires to legitimise and reflect on their participation: a strategic, indulgent and anti-elitist repertoire. The first repertoire is predictable in the context of current political communication research, whereas the latter two add new dimensions of pleasure and bottom-up representation to it.  相似文献

Issue ownership, or the idea that some parties are considered by the public to be better able or more committed to dealing with specific issues, is increasingly used in studies of electoral choice. Yet, various scholars have argued that if measures of issue ownership are confounded with party choice, this raises concerns regarding their usability to predict electoral choice. This research note examines to what extent various measures of issue ownership are confounded with voters’ party preferences and voters’ agreement with the party's position on the issue. Relying on an online survey‐embedded question wording experiment fielded in two countries (Belgium and Denmark), question wording effects for two dimension of issue ownership are examined: competence issue ownership and associative issue ownership. It is found that, in both countries, the two associative issue ownership measures were less affected by party preference and positional agreement. The most used competence issue ownership measures are most confounded with party choice and positional agreement in the experiment. Results in the two countries are largely similar, the main exception being that one of the two associative measures performs worse in Denmark. The results imply that scholars should take care in using measures of especially competence issue ownership to predict the vote, but that also country differences affect the validity of issue ownership measures.  相似文献

The coastal zone is being promoted as a spatial unit to coordinate and administer offshore minerals development with other coastal uses. Rather than aiding the administration of minerals development , the coastal zone is being used as the reason to block such development. This paper explores the coastal zone concept as an entity for administration. It concludes that just because minerals may be found in a coastal zone does not mean that physical entity is the most appropriate vehicle for administering mineral development. Arbitrariness at to what is included or excluded from a coastal zone as well as many minerals impacts being found outside of the coastal zone militate against such an entity being the sole criterion for decisionmaking. While the coastal zone may be appropriate for some mineral decisions, the choice to implement it must be arrayed against alternative criteria to ensure a high degree of effectiveness and efficiency in those decisions.  相似文献
