This paper analyzes how peasant movements scale up agroecology. It specifically examines Zero Budget Natural Farming (ZBNF), a grassroots peasant agroecology movement in Karnataka, India. ZBNF ends reliance on purchased inputs and loans for farming, positioning itself as a solution to extreme indebtedness and suicides among Indian farmers. The ZBNF movement has achieved massive scale not only because of effective farming practices, but because of a social movement dynamic – motivating members through discourse, mobilizing resources from allies, self-organized pedagogical activities, charismatic and local leadership, and generating a spirit of volunteerism among its members. The past two decades have seen a rising trend in the minimum entrance age for kindergarten in the U.S. A little‐noticed, but potentially large, consequence of raising the minimum entrance age is that it imposes additional childcare costs for families whose children are forced to stay out of school for an additional year. This paper develops a model for parents' kindergarten entrance age decisions and examines the relationship between socio‐economic factors and parents' desired entrance age for their child using a nationally representative dataset on kindergartners in the U.S. The estimates from this model are used to simulate the impact of alternate changes in kindergarten entrance age policies on the number and characteristics of children affected by the policy change, and to estimate the additional childcare cost burden from the policy change. © 2006 by the Association for Public Policy Analysis and Management 相似文献

Despite limited empirical evidence, there is growing concern that junk food availability in schools has contributed to the childhood obesity epidemic. In this paper, we estimate the effects of junk food availability on body mass index (BMI), obesity, and related outcomes among a national sample of fifth graders. Unlike previous studies, we address the endogeneity of the school food environment by controlling for children's BMI at school entry and estimating instrumental variables regressions that leverage variation in the school's grade span. Our main finding is that junk food availability does not significantly increase BMI or obesity among this fifth‐grade cohort despite the increased likelihood of in‐school junk food purchases. The results are robust to alternate measures of junk food availability including school administrator reports of sales during school hours, school administrator reports of competitive food outlets, and children's reports of junk food availability. Moreover, the absence of any effects on overall food consumption and physical activity further support the null findings for BMI and obesity. 相似文献
