Political Competition and Ethnic Identification in Africa

This article draws on data from over 35,000 respondents in 22 public opinion surveys in 10 countries and finds strong evidence that ethnic identities in Africa are strengthened by exposure to political competition. In particular, for every month closer their country is to a competitive presidential election, survey respondents are 1.8 percentage points more likely to identify in ethnic terms. Using an innovative multinomial logit empirical methodology, we find that these shifts are accompanied by a corresponding reduction in the salience of occupational and class identities. Our findings lend support to situational theories of social identification and are consistent with the view that ethnic identities matter in Africa for instrumental reasons: because they are useful in the competition for political power.     

Necessity Exceptions in WTO Law: Retreaded Tyres, Regulatory Purpose and Cumulative Regulatory Measures

The recent decisions of the panel and Appellate Body in Brazil– Measures Affecting Imports of Retreaded Tyres touchedupon a number of issues of ongoing significance to the applicationof necessity tests, such as those in Article XX of the GeneralAgreement on Tariffs and Trade. This article argues that thedispute represents a mixed outcome for the application of necessitytests. The express recognition that some regulatory measuresare complementary to one another rather than reasonably availablealternatives constitutes a welcome step forward. On the otherhand, the panel's characterization of Brazil's regulatory goalhighlights an approach common to a number of panel reports thatcould justify a perception of arbitrariness in application ofnecessity tests. Similarly, comments made by the Appellate Bodyto the effect that a panel is obliged to consider the importanceof a state's regulatory goal extend the role of a panel in anunjustifiable manner.

Uneasy freedom: Women's experiences of contraception

This article discusses the effect of available contraceptive methods upon women's lives. It quotes extensively from letters received from women who answered a press appeal for information. The main argument is that contraception is by no means the trouble free panacea it is often assumed to be. For many women, contraception can bring considerable mental and physical side- effects—pain, anxiety, discomfort. Women also have to deal with the patriarchal attitudes of the medical profession and—often unsympathetic—partners. The women's accounts show how experience of contraception can be a radicalising experience—feeding the beginnings of a feminist awareness.The article was written before the latest evidence of a connection between the pill and breast cancer was made known.
