This article is based on the experiences of the feminist perspectives workshop that met each day of the Congress. It discusses feminism as a worldview and particularly applies that perspective to the Congress proceedings. It examines the Congress in terms of three vital aspects of feminism: power, strategy and diversity. The convergent forces of democratization, decentralization,the welfare state, and international integration have made Spanishlocal governments similar to their equivalents in other partsof Europe. Nevertheless, local governments are the most poorlydefined part of the post-Franco puzzle of reform. This articletraces the history and development of Spanish local governmentwithin the emerging state of the autonomies, and examines theirambivalent position and uncertain future. The purpose of this study was to investigate differences that could discriminate among batterers who completed a violence treatment program and batterers who dropped out after intake, but prior to or during treatment. A discriminant analysis of a variety of demographic and psychological variables showed a significant difference between the completers group and the other two groups of batterers. Men who completed treatment reported fewer indirect threats of violence, had a higher level of education, were more likely to be employed full time, witnessed abuse more often in their family of origin, were less likely to be victims of child abuse, scored higher on the FIRO-B subscale of expressed control and had more children. Further research needs to be done to assess how these variables influence the batterers during treatment and to help dropouts successfully complete treatment.  相似文献

On the basis of activities of a federally funded national center for school mental health, review of literature on principles for best practice in child and adolescent mental health and school health, and consultation with national experts and family members, a set of 10 principles for best practice in school mental health was developed. A survey was developed enabling 1–6 point Likert ratings (clearly unimportant to clearly important) for each of the 10 principles. With an original sample of 426 people involved in education, school health or mental health, all 10 principles were strongly endorsed, receiving mean ratings ranging between 5.10 and 5.75. On the basis of qualitative feedback from this survey and interactive forums, language for 9 of the 10 principles was revised and a survey reflecting these changes was developed and administered to a validation sample of 86 respondents. As with the original sample, endorsements of the principles were strong, with mean ratings ranging between 5.45 and 5.79. Findings are discussed in relation to advancing interconnected agendas related to quality assessment and improvement and empirically supported practice in school mental health.  相似文献

The owned home is central to both the American Dream and the financial lives of U.S. households. This article explores the typical financial trajectories of homeowners during the Great Recession, assessing the viability of positioning home equity at the core of a household's balance sheet. Using the 2007–2009 reinterview panel of the Survey of Consumer Finances, we describe the diverse balance sheets of groups of homeowning households. While some homeowners lost equity and wealth in the Great Recession, we find that an owned home introduced severe risk of loss, but homeowners were less likely than renters to lose very large proportions of their wealth. The experience of homeowners' balance sheets during the downturn was diverse, and the typical experiences of different groups are compared and contrasted.  相似文献

Existing literature on sexual citizenship has emphasized the sexuality-related claims of de jure citizens of nation-states, generally ignoring immigrants. Conversely, the literature on immigration rarely attends to the salience of sexual issues in understanding the social incorporation of migrants. This article seeks to fill the gap by theorizing and analyzing immigrant sexual citizenship. While some scholars of sexual citizenship have focused on the rights and recognition granted formally by the nation-state and others have stressed more diffuse, cultural perceptions of community and local belonging, we argue that the lived experiences of immigrant sexual citizenship call for multiscalar scrutiny of templates and practices of citizenship that bridge national policies with local connections. Analysis of ethnographic data from a study of 76 Mexican gay and bisexual male immigrants to San Diego, California, reveals the specific citizenship templates that these men encounter as they negotiate their intersecting social statuses as gay/bisexual and as immigrants (legal or undocumented); these include an ‘asylum’ template, a ‘rights’ template, and a ‘local attachments’ template. However, the complications of their intersecting identities constrain their capacity to claim immigrant sexual citizenship. The study underscores the importance of both intersectional and multiscalar approaches in research on citizenship as social practice.  相似文献

This study presents interview and statistical data from a telephone and fax survey of state agency officials and statistical data from the Centers for Medicare & Medicaid Services' Online Survey Certification and Reporting (OSCAR) system. State survey activities for nursing facilities were reviewed and the number and types of intermediate sanctions issued by states in 1999 were reported, along with barriers to the use of such sanctions. Using five selected enforcement measures to create a summary score, states were classified by quartiles based on the stringency of their nursing facility enforcement activities. Controlling for the number of complaints as a proxy for quality, the predictors of a summary of state enforcement actions were: percentage of population at age eighty-five and above. Democratic governors, higher percentages of chain facilities, and lower facility occupancy rates. Regional differences in enforcement patterns also were shown. Many federal policies and resource constraints were identitied as barriers to effective regulation. The findings identified nursing facility survey and enforcement issues that need to be addressed by policy makers.  相似文献

Abstract

Academic commentary has long emphasised the asymmetry in Mexico-China relations. In particular, much attention has focussed since the early 1990s particularly from the Mexican side on the economic imbalance in trade and investment that has become and remains acute with the expansion of the economy of the People's Republic of China. This is though far from the only sense in which the relationship between the two countries is asymmetrical. There is also a severe imbalance in the relative importance of politics and economics as determinants of this relationship for both China and Mexico. The Mexican Government seems to be more concerned with its economic relationship with China. In contrast, the PRC Government seems more concerned with its political relationship with Mexico. Moreover, there is a further asymmetry in the respective significance that each appears to have to the other as a partner. Mexico plays a small role in China's outlook but China looms large in Mexico's worldview. Identification of a number of cross-cutting asymmetrical relationships suggests that a bilateral perspective may not be the most effective for understanding the interaction or potential interaction between Mexico and China. On the contrary, there is more logic to the elements of cooperation and conflict between Mexico and China when their relationship is viewed in the wider, multilateral context of globalisation.  相似文献
