Cost control commissions provide two primary types of recommendations: widespread benefits-widespread costs and widespread benefits-narrow costs. Both types of recommendations are not of the form predicted by the standard economic models of political behavior. The paper explores why governors sanction these commissions and the types of recommendations governors will accept. Legislators use the maxim of concentrate benefits-spread costs to maximize votes. Governors, however, face a lower return to concentrated benefit policies and a lower cost from concentrated cost policies. This leads a governor to favor at the margin, policies which have widespread benefit-widespread cost or widespread benefit-concentrated cost. Evidence from 5 state cost control commissions support the difference between the politicians. The cost control commissions sanctioned by governors have proposed recommendations of the widespread benefit-widespread cost and widespread benefit-concentrated cost form. Governors accepted approximately two-thirds of the widespread benefit-concentrated cost proposals, although they were more likely to accept recommendations of the widespread benefit-widespread cost nature. Recommendations which required legislative approval saw a lower likelihood of acceptance. This article reviews the recent April 2, 2007 Supreme Court decision in the Massachusetts v. EPA, a highly important case regarding greenhouse gases. The case centered on the Court's review of EPA's denial of a petition to regulate greenhouse gas emissions from new motor vehicles. The Court required EPA to reconsider its denial. The Court found that. 1) the petitioners have standing to challenge EPA's denial of their petition; 2) the Court has the authority to review the denial of the petition; and 3) the Clean Air Act authorizes EPA to regulate greenhouse gas emissions from new motor vehicles. This article looks specifically at the Court's analysis of standing and jurisdiction by Justice Stevens, who wrote the Court's majority opinion, and two dissenting opinions by Justices Roberts and Scalia. Most interesting is how the closely divided Justices (5 to 4 decision) viewed, very differently, the issues regarding standing, the evidence that emissions from new motor vehicles are causing global warming and harm to Massachusetts, and the agency's judgment in denying the petition. Lastly, the article speculates on the impact of the decision and the current activities taking place at the state and regulated community level involving future regulation, litigation, and opportunities by various companies and coalitions to reduce greenhouse gas emissions. The article then presents five broad areas where companies that emit greenhouse gases should need to maintain or increase awareness to better position themselves in the global greenhouse gas movement.  相似文献

What is the role of stipends as an institutional facilitator in volunteer civic service? By examining the relationship of stipend receipt to volunteer diversity, time commitment, and perceived benefits from a longitudinal study of older adults serving in Experience Corps, this article assesses stipend status relative to volunteer sociodemographic characteristics, motivations, intensity and duration of time served, and volunteers’ self‐reported benefits. The findings underscore how stipends may promote participant diversity. In particular, stipended older adult volunteers serve for longer periods of time, but their motivations for serving do not differ. Stipended volunteers report higher perceived benefits than nonstipended volunteers. The results suggest that stipends may leverage wider inclusion, increase retention, and contribute to other benefits, but additional research is needed using more controlled and comparative designs.  相似文献

Objectives

This study proposes a theoretical framework for understanding two empirical findings from gang research: (1) gangs are generally racially homogenous, even in heterogeneous environments, and (2) gang violence tends to be intra-racial. We draw from the extensive literature on street gangs as well as from research on group formation and status-enhancing behavior to develop a theoretical model of gang formation.

Methods

Using game theory, we model the simultaneous decisions of individuals to commit status-enhancing acts of violence and to seek protection by joining a gang. We then conduct computer simulations to examine the resulting patterns of violence and gang composition.

Results

We demonstrate that as long as some social distance exists between racial groups in a community, gang violence will be intra-racial and gangs will be homogenous. We find that our results are robust to a number of simple variations of the model and allow us to generate several hypotheses about the nature of gang formation and patterns of violence.

Conclusions

When violence is motivated by socially constructed rewards, socially closer targets are likely to yield greater rewards. In such a system, individuals must reduce their likelihood of victimization by entering a social contract of non-violence (i.e. gang membership) with individuals who might view them as status-enhancing targets (i.e. socially close individuals). The result is that gangs are made up of socially close individuals interested in attacking other socially close individuals. Therefore, gangs tend to be racially homogenous and violence is overwhelmingly intra-racial.

This article examines relationships between local drug policy (as represented by prosecutor-reported case outcomes for first-offender juvenile marijuana possession cases) and youth self-reported marijuana use, perceived risk, and disapproval. Interviews with prosecutors and surveys of 8th-, 10th-, and 12th-grade students in the United States were conducted in 2000. Analyses include data from 97 prosecutors and students from 127 schools in 40 states. Results indicate significant relationships between local drug policy and youth marijuana use and attitudes. In general, more-severe dispositions are associated with less marijuana use, higher disapproval rates, and increased perceptions of great risk. Associations primarily appear to be specific to marijuana-related outcomes. Results are discussed within the framework of both deterrence and broader social norms regarding substance use.  相似文献
