This article uses data for Nepal to test contemporary hypotheses about the remitting behaviour and associated motives of rural-to-urban migrants and to consider the likely impact of such remittances on rural development. Possibilities for inheritance, degree of family attachment, likelihood of eventual return to place of origin and family investment in the education of the migrants are found to be significant influences on levels of remittances by Nepalese migrants. However, in Nepal, remittances do not seem to result in long-term capital investment in rural areas and so may not promote long-term development of these areas.  相似文献

This article employs input‐output analysis and information from a social accounting matrix and the concept of net savings to examine savings, consumption and investment behaviour by various social classes in Bangladesh in urban and rural areas. Considerable differences between social classes can be identified in all three respects. A majority of the social classes in the rural sector does not appear to generate enough savings to sustain its consumption whereas the urban social classes do. There seems to be little difference in consumption pattern of the rural rich and the urban rich. There is considerable urban‐rural difference in the import intensities of consumption. The findings of this study based on the Hazari model do not establish the existence of urban bias but the problem seems to be one of ‘rich‐bias’ rather than urban‐bias per se. However, the Hazari model cannot capture all possible sources of urban bias and circumstantial evidence indicates concentration of advantages in the urban areas.  相似文献

Tuvalu is an independent microstate and this account of its economic circumstances and prospects provides the context for discussion of administrative problems. The paper outlines the economic structure of the country and examines its economic resources and their potential; demographic trends are given attention, and the country's heavy dependence on foreign aid is explained. These features carry implications for the forms of public administration and development planning, and Tuvalu's current development plan and aspects of its public administration are discussed with this in mind. The article serves as a case study of the economy of a micro state and implications for administration in such a state.  相似文献

The role of institutions in the management of natural resources, such as surface water, have long been seen as promoting an efficient and socially just distribution of the available resource. Perceptions of basic liberties and procedural and distributive justice are often at the core of many water disputes throughout the world. During the past 15 years there has been a number of extensive studies exploring community perceptions of fairness and justice in water management and the development of fairness principles (see e.g., Nancarrow, B. This paper contributes to that body of knowledge by evaluating three water doctrines underpinning water management using a variety of social justice criteria, drawing examples from the United States and Australia as appropriate. Evidence on the performance of development projects shows that sustainability is seldom achieved. Project sustainability is influenced by ecological, social, political and economic systems. However, the blueprint approach to project choice tends to incorporate sustainability into the project cycle by considering only economic and environmental systems. This is done by adopting elaborate methodologies such as expanded CBA and EIA. This approach is unlikely to lead to sustainable projects. The ‘participation approach’ is more sensitive to the social and political systems than the blueprint approach. It involves people in decision-making and sees the achievement of sustainable projects as the result of people's empowerment and self-reliance. However, under certain circumstances, this approach can lead to environmentally unsustainable projects. Smaller scale projects tend to bring about sustainability, but government control might be needed to ensure this. Social obstacles exist in implementing participation but occur for top-down projects as well. Problems exist in combining the bottom-up and top-down approaches.  相似文献

This paper addresses the governance of families in the context of a political philosophy that endorses a rights perspective in social policy and the need to promote transparent government. The status of parenting as a function of government has grown substantially under the present Labour administration and now commands cross-party support as a priority issue. However, it would be wrong to claim that there is a national consensus regarding the role of the state in supporting and regulating families in their upbringing of children. This paper assesses current parental rights and responsibilities in relation to financial support, and the physical and emotional care and control of children. Emerging themes and ambiguities are drawn out, and consideration is given to the need for a strategic policy statement embracing the broad ambit of government legislation, discussion documents, and commentaries. In conclusion, the case is made for a regular policy review and for a national debate as to whether there should an official statement of parents' rights and responsibilities.  相似文献

Recent studies have examined the relationship between agrarian change and rural poverty in LDCs concentrating on either exchange or non‐exchange income. Neither approach employed independently is, however, adequate. Bangladeshi evidence is presented of growing concentration of control of land, of components of new agricultural technology and of ancillary resources. Increasing incidence of landlessness and near landlessness has resulted in greater dependence on wage employment for subsistence by the rural poor. It is argued that the non‐exchange component of income is important in slack periods and assumes even greater significance in abnormal years when both real wage and employment fall sharply. With rapid population growth, depletion of natural resources and greater penetration of technological and market forces, the cushioning effect of access to natural resources, in adverse circumstances, on the rural poor has become more limited and their income security has been undermined.  相似文献
