“Here we give advice for free”: the functioning of plant clinics in Rwanda

Although plant clinics are considered an important mechanism in the service delivery to farmers, not much is known about their functioning in the daily reality of plant doctors and farmer-clients. This article reports on an exploratory study describing the functioning of eight plant clinics in Rwanda. Personal and organisational commitment, publicity, and proactive communication with farmers and local leaders are key factors explaining higher attendance of some clinics. Farmer attendance is under-reported by 40–50%. Data management needs improvement to make clinic records reliable tools for decision-makers. This type of assessment can help improve operations and realise the plant clinics’ potential.     

Water privatization,hegemony and civil society: What Motivates Individuals to Protest About Water Privatization?

The article takes the case of protest against water privatization in Ireland to show that protestors with high levels of instrumental motivation as opposed to ideological motivation are more likely to protest. In order to explain this we uniquely combine Klandermans’ social psychology of protest with Gramsci’s theory of hegemony. By bridging these two bodies of theory, we provide an interdisciplinary account of the reason why protestors serve to uphold the exact power structures they intend to challenge. We argue that for water movements to be successful they must focus equally on both their instrumental and ideological motivations to ensure that power structures are confronted. This would enable movements to devise a coherent counter-hegemonic discourse, which is essential to contest the dominant global hegemony of water marketization.     

The fight against human trafficking in the Amsterdam Red Light District

The Amsterdam Red Light District is famous for its sex-oriented businesses. Although prostitution was legalized in 2000, this did not end some of its criminal side effects, particularly the trafficking in women. In an effort to combat human trafficking in the district, the local authorities launched the Emergo project in 2007. The core of the project is a multi-agency approach in which the municipality, the police, the public prosecution service and the Tax and Customs Administration cooperate closely. In addition to improving the effectiveness of repressive action against criminal infrastructures, additional legislation such as the criminalization of clients is also considered necessary to compensate for the shortcomings of regulatory measures.     

Divergent framing: The public debate on migration in the Dutch parliament and media, 1995–2004

In this article we reconstruct how the issues of migration and integration have been framed in the Dutch public debate over the last decade. We examine the patterns in both the parliamentary arena and the media and look at similarities and differences between them. On the basis of two contradictory theories, we formulate hypotheses about overlap and differences between the two arenas and diversity within them. Our results reveal incongruence in framing between them. After 9/11, however, the framing in which Islam is perceived as a threat to Western society becomes dominant in both arenas. Furthermore, we do not find any proof of the idea that the media act as a civic forum, with a high diversity of framing. Framing in parliament, instead, is far more diverse. In contrast to the hegemonic framing in the media, the Islam-as-threat frame is actively contested in the political realm.
