ABSTRACT

Incremental democratic decline is evident in Bosnia and Herzegovina (BiH), but measures of democracy conceal an uneven subnational distribution of autocratization. So far there has been limited research on the drivers and constraints to subnational autocratization. This paper aims to contribute to the literature on power-sharing by exploring instances of illiberal politics enacted by parties in government at the subnational level in BiH. Evidence is gathered through semi-structured interviews and analysis of three specific cases of illiberal politics. We find that the political contest in BiH is purposefully contained within ethnic and subnational boundaries and constrained through several layers of institutionalized multilevel and ethnic checks and balances. The main drivers of subnational autocratization are opportunities that arise from the institutional framework established during early democratization and postwar structures that blend executive dominance with economic power and informal party networks, and occasionally from an individual actor’s perceptions of threat. Democratization in BiH will need to address subnational politics and deep-rooted power structures if it is to be successful.  相似文献

ABSTRACT

Democracy is backsliding throughout Southeast Europe but there are no signs of full democratic breakdown. Instead, political parties and their leaders incrementally undermine challenges to governmental authority while keeping electoral contest largely intact. This article introduces a special issue that aims to examine and explain democratic decline by looking at the prevalence of illiberal politics across countries and issues. In order to overcome the limitations of fixed regime classification we adopt a procedural lens and look into governing practices that gradually tilt the electoral playing field. Utilizing the concept of Illiberal politics allows us to examine sets of policies enacted by political parties in government with the aim to remain in power indefinitely. By tracing democratic decline in Serbia, North Macedonia, Montenegro, Bosnia and Herzegovina, Kosovo, Albania, and Croatia we observe different patterns of weakness, but also common causes arising from weak institutions and inherited governance practices that preserve executive dominance, patronage, and informality.  相似文献

The floods in Bosnia and Herzegovina in May 2014 caused landslides all over the country. In the small village of ?eri?i, near the town of Zenica, a landslide destroyed the local cemetery, relocated graves, and commingled skeletal remains. As the use of other physical methods of identification (facial recognition, fingerprint analysis, dental analysis, etc.) was not possible, DNA analysis was applied. DNA was isolated from 20 skeletal remains (bone and tooth samples) and six reference samples (blood from living relatives) and amplified using PowerPlex® Fusion and PowerPlex®Y23 kits. DNA profiles were generated for all reference samples and 17 skeletal remains. A statistical analysis (calculation of paternity, maternity, and sibling indexes and matching probabilities) resulted in 10 positive identifications. In this study, 5 individuals were identified based on one reference sample. This has once again demonstrated the significance of DNA analysis in resolving the most complicated cases, such as the identification of commingled human skeletal remains.  相似文献

To date, there is no comprehensive treatment of interests and interest groups in Bosnia and Herzegovina (BiH). This article seeks to fill that gap. It does so by explaining that interest groups reflect the country's complex political system with multiple levels of power sharing along societal cleavages. Political parties are the major power centers, and the link between ethnicity and party allegiance is most significant in defining the role of interest groups. The result is a pillarized (separate, intragroup) and bifurcated group system with 3 separate interest group subsystems with little interchange between them. This fragmentation has been challenged by international institutional organizations promoting multiethnic interests. Nevertheless, with the persistence of many informal interests, the group system is stymied in moving toward an integrated system, a development that is key to strengthening BiH's consociational democracy.  相似文献

Deflation presents special challenges to central banking, as traditional monetary policy tools are highly inefficient in dealing with deflationary pressures. In this case, the Federal Reserve must use alternative monetary policy tools that are specially designed to artificially boost asset prices through “printing press” or currency manipulation. Unfortunately, these alternative monetary policy tools create unintended political, geopolitical, and social consequences that overreach into the direct responsibilities of other branches of government. Thus, the government must be able to influence Federal Open Market Committee decisions that potentially affect (or contradict) U.S. foreign policy, U.S. trade policy, U.S. dollar policy, and deliberate domestic/global wealth distribution policies.  相似文献
