Elemental tests of the traditional rational voting model

A simple, robust, quasi-linear, structural general equilibrium rational voting model indicates turnout by voters motivated by the possibility of deciding the outcome is bell-curved in the ex-post winning margin and inversely proportional to electorate size. Applying this model to a large set of union certification elections, which often end in ties, yields exacting, lucid tests of the theory. Voter turnout is strongly related to election closeness, but not in the way predicted by the theory. Thus this relation is generated by some other mechanism, which is indeterminate, as no existing theory explains the nonlinear patterns of turnout in the data.     

Can the global South take over the baton? What cosmopolitanism in ‘unlikely’ places means for future world order

As the West’s centrality fades, the global South may have a decisive influence in shaping future world order. Will that future see a retreat from globalisation to hard-edged particularisms? Or will the emerging post-Westphalian global society let the global South take over the baton of cosmopolitan institution building in its own way? This article draws on a multi-country survey of educated youth to find promising signs of imagined common ground with other countries. It suggests the flavours of cosmopolitan integration that the global South is likely to support in coming decades.     

Charismatic violence and the sanctification of the super-rich

Abstract

Drawing historical comparisons between the nineteenth century and the present, this paper describes and analyses how an elite section of the global rich, through mega-giving and a re-emerging notion of ‘noblesse oblige’ that is enshrined in the philanthrocapitalism movement, have fostered a sacred rationale for their extreme wealth. Not only do the new nobles hold the power of wealth but, through mega-giving, they generate a moral imagery akin to religious figures who ostensibly self-sacrifice for the good of everyone else. This generates a form of charismatic authority that affords the super-rich an influential space from which to spread a ‘theodicy of privilege’ – shielding growing wealth concentration from criticism and sanctifying the claim that individual mega-wealth is collectively beneficial. Through its contribution to and facilitation of the inegalitarian status quo, this theodicy engenders various forms of structural violence. Here we explore the mechanisms that enable wealthy donors to position themselves as apparent benefactors of humanity, including a reliance on metrics that appear to justify the claim that targeted philanthropic expenditures can and are reducing global wealth and health inequalities, but which raise unanswered questions surrounding the actual effects of the outcomes claimed.     

Information Technology (IT) woes and intelligence agency failures: the Federal Bureau of Investigation’s troubled IT evolution as a microcosm of a dysfunctional corporate culture

The Federal Bureau of Investigation has experienced a number of high-profile failures – across nearly four decades – in developing its Information Technology (IT) infrastructure. Repeated missteps are indications of problems with the Bureau’s broader culture that degrade its effectiveness across missions. A significant factor contributing to this dysfunctional culture is the diversification of the FBI’s responsibilities, to the point of losing a corporate identity. Reform will require an assessment of the Bureau’s purpose, the elements which it should retain in furtherance of this vision, and the steps to align its workforce with the competencies necessary to pursue this mission.
