Unexpected Persistence Amidst Enlargement Stasis: Usages of Europe in Turkey’s Nuclear Energy Debate
Recent studies on European Union (EU) Enlargement have emphasised the importance of usages of ‘Europe’ by domestic actors as a necessary condition for the EU to have an impact on domestic politics. We study the usages of Europe in the critical case of Turkey’s nuclear energy policy. We analyse the narratives and actions of domestic actors in Turkey to identify if they use ‘Europe’ (the EU and the idea of Europe). We reach the counter-intuitive finding of usages by both state and non-state actors, which illustrates that usages of Europe can persist despite enlargement stasis in candidate states. 相似文献

Concerns over a possible brain drain and a failed integration policy have been raised by the emigration of qualified persons of Turkish origin. However, there is little reliable data available regarding the profile and the motivations for this in the Germany-trained workforce. In order to explore the relative importance of different migration motivations, an online survey (n = 128) and interviews with selected respondents were conducted. The main finding is that family-related reasons are the most important factor in emigration to Turkey. In contrast, a negative career outlook and/or experience of discrimination in Germany, highlighted in public discourse, played only a secondary or even tertiary role. Instead, motivations for emigration of persons with and without a migration background are often similar, reflecting the increased mobility in a globalised world – a factor confirmed by the fact that a significant number of respondents expressed an intention to return to Germany. 相似文献

The political science and international relations literature has extensively analysed the role of norm entrepreneurs, states, and international institutions as relevant actors generating norm transformation. However, although social movements’ reliance on courts to address core social problems has become a significant phenomenon, the role of the litigation process of social movements in norm transformation is understudied. Social movements have an ambiguous relationship with litigation. On the one hand, social movements perceive litigation to be the tool of the powerful, reproducing the status quo; on the other hand, it is argued that even when social movements lose their cases before the courts in the short term, legal mobilization can provide longer-term achievements. This article constructs a theory about the process through which the litigation of social movements impacts norm transformation. It proposes four mechanisms through which litigation plays a role in norm transformation: legal framing, legal interpretation, precedent setting and public attention. Through the examination of the Sardar Sarovar Dam as a case study, the analysis reveals that the role of the litigation process of social movements in norm transformation depends on how litigation mechanisms impact norm transformation in specific cases. 相似文献
