This article examines the impact of nongovernmental organization-sponsored contact and communication on fostering peaceful solutions to ethnic conflict via case studies of the activities of the Project on Ethnic Relations (PER) in Romania, Macedonia, Montenegro, Kosovo, and Serbia. It explores five operational principles that guide PER activity: creating credible, neutral forums for dialogue; maintaining momentum; working within political realities; encouraging indigenous solutions from within existing processes; and acting with the backing of powerful states. These principles explain PER's success as a "weak mediator" of ethnic conflicts. According to this analysis, PER also exhibits organizational characteristics that contribute to success, including nonpartisanship, area expertise and extensive networks of local contacts, and an ability to secure the trust of local actors. A significant indicator of the success of PER activities is the establishment by conflicting parties of institutionalized mechanisms for addressing their differences. Contrary to the view that electoral competition contributes to conflict, this study finds that the possibility of achieving an electoral advantage by participating cooperatively in conflict resolution activities creates incentives for local actors to recognize opportunities offered by PER activities and leads local actors to heed PER's advice. Finally, the article offers a cautionary observation. While PER's perceived influence with major international actors may contribute to its local successes, once a state actor with the power to impose a solution has committed itself to ending a conflict, its preferences outweigh any local interests in determining the outcome and renders the efforts of a "weak mediator" such as PER irrelevant. 相似文献
Innovating upon previous field experiments and theories of identity‐based discrimination, we test whether public officials are using searches (“identity‐questing”) to profile citizens and acting on latent biases. Pairs of “institutional” and “noninstitutional” requesters send lower and moderate burden freedom of information (FOI) requests—providing no identity cues apart from undistinctive names, e‐mails, and ID numbers—to nearly 700 of Brazil's largest municipalities. Results show institutional requesters receive one‐fifth more responses than noninstitutional comparators. For moderate versus lower burden requests, noninstitutional requesters are 11% less likely to receive a compliant response than their institutional comparators. The only plausible explanation for these results is identity‐questing, a phenomenon that has far‐reaching policy implications. Most of the world's FOI laws, for example, contain vague ID obligations, which translate incoherently from laws to regulation and practice. Research on the health benefits and consequences of close relationships has suggested the linkage in daily emotions (i.e., coregulation) between close partners is an important relationship dynamic. While the coupling of daily emotions among family members (parent–child and marital dyads) has been widely documented, research examining emotional coregulation among ethnic minority youth during adolescence, a period marked by heightened emotion and risk for psychopathology, remains an important area in need of exploration. This study examined correlates of emotional coregulation in a sample of Mexican-origin adolescents (Mage?=?15.02, SD?=?.83) and their parents (Mage?=?41.93, SD?=?6.70). Dyads reported on daily levels of distress and happiness for 14 consecutive days across two waves of data collection a year apart (nwave1?=?428 dyads, nwave2?=?336 dyads). Dyads who reported getting along were more likely to coregulate their daily happiness. Importantly, coregulation of distress was only present in older adolescents who reported above average levels of internalizing symptoms. The results suggest coregulation of distress may shape or be shaped by poor mental health during the later years of adolescence, a time when youth may be establishing a degree of emotional autonomy from parents.
The effects of changes in the minimum drinking ages in various North American jurisdictions are reviewed. The research suggests that although most teenagers have experimented with alcohol, the rates of alcohol consumption and alcohol-related traffic collisions can be increased and decreased with the drinking age control legislation. 相似文献
The Recognition Memory Test (RMT) was compared to the Word Choice Test (WCT) within the same fixed neuropsychological battery administered to a mixed clinical sample of 237 adults to empirically evaluate the psychometric equivalence of these two instruments. On average, there was a 3-point difference in raw scores between the two instruments (MRMT?=?44.3, SDRMT?=?6.8; MWCT?=?47.1, SDWCT?=?4.6; p?.001, d?=?.48). The probability density functions differ substantially at the two ends of the scale but are similarly ≤42. Cross-validation analyses suggest that the RMT cutoff of ≤42 is functionally equivalent to a WCT score of ≤45. 相似文献
