Shooting range injuries are generally caused by ballistic accidents, and so far no burn disaster has been reported. In this article we reported a disaster caused by a gunpowder explosion in an indoor shooting range area in Istanbul, Turkey. Fourteen injured people were evacuated from the scene. Our burn center accepted 7 of them. Of the 7 injured people, 2 who were accepted by our burn center, and 3 people who were admitted by another center died. It is clearly identified how this mechanism of injury differs from that of usual burn injuries, due to both the high temperature generated, and the combination of hot and toxic gases produced by the explosion. We described the features of burn injury, and possible reasons of burn disasters.  相似文献

Throughout the history of the Turkish Republic, Turkey’s Armenians have been subjected to a trade-off between the limited minority rights granted by the 1923 Lausanne Treaty and equal national citizenship. Traditionally a closed, depoliticized community, the citizenship practices of the Armenian minority have become increasingly differentiated in recent years. Building on a notion of citizenship as multi-layered and constituted through collective practice, this article investigates the implications of the political acts of Turkey’s Armenian minority on sub-national and national citizenship in Turkey. We show that Turkey’s Armenians are coupling rights demands, identification, normative references, and mobilization at the sub-national, national, and transnational levels in innovative ways, and are thereby negotiating different layers of citizenship in Turkey in a way that strengthens equal national citizenship.  相似文献

Our globalising world is presently in a state of global turmoil. Risk, uncertainty, and insecurity are the terms that shape global/regional/national/local affairs and developments. The refugee crisis and the war against ISIL constitute the twin crises creating seismic impacts and consequences that in turn escalate risk and turmoil. Turkey is situated at the heart of these two crises, being very much affected by them and, therefore, perceived as a pivotal actor in the way in which the West is dealing with them. Yet, the West’s current instrumentalist and functionalist approach to Turkey as a buffer state designed to contain these two crises in the MENA does not offer an effective and sustainable solution to these crises, much less provide the stability and order that is direly needed in regional and global affairs.  相似文献

This article examines how the Ottoman Empire through pre-modern surveys (tahrir) and censuses, counted, categorized and classified their population according to ethnic and religious identities, and how the social, economic and political transformation impacted on the change of taxonomy (nomenclature, classification and hierarchization) over time. A fundamental question facing the regulatory and competition authorities is whether to delegate competition policy issues of utilities to regulatory agencies or competition authorities. While, some countries prefer ‘light handed regulation’ by competition authorities, others grant substantial power to independent regulatory agencies. Turkey followed the liberalization wave in electricity with a regulatory reform in 2001. Recently, a slight shift of tide has appeared in previously liberalized markets. Electricity markets are the forefront example of this change of course. A similar trend is apparent in Turkey as well. Increasing pressures on prices and excess demand have created more reasons for active government involvement. As political factors weigh in, economic considerations take a secondary place in electricity markets. In order to show the tension between political and economic preferences, we use the Pareto and Kaldor-Hicks criteria of welfare economics metaphorically. This paper discusses the scope of competition policy in the Turkish electricity industry. We focus on the issue of regulatory governance. The absence of a well established institutional environment reduces the potential role of competition policy in the industry and increase political meddling in all segments of the Turkish electricity market. By looking into changes in prices, market power and new entry closely, we discuss the relative success of the regulatory reform in the electricity industry. We conclude by emphasizing the consequences of a passive competition authority in establishing a competitive electricity market.  相似文献

This article aims to examine how the Turkish census measures, classifies and interprets the languages spoken in Turkey. By examining the non-standardised relationship between ‘mother tongue’, ‘domestic language’ and ‘ethnicity’, the article analyses the ongoing and dynamic milieu that surrounds the fixed questions and clear-cut classifications of data. This article argues that the ethnic measurement is not a ‘fixed’ measurement, because the wording of the linguistic question and the data categorisation as well as the interpretation of the data has been changing.  相似文献

Despite the well-documented increases in the rate of completed suicide among children, accurate knowledge of the characteristics of these suicides is limited. We examined all suicides by children and adolescents in Diyarbakir during 1999 and 2001. All of the cases were analyzed regarding the age, sex, method and location of suicide, time of year, and predictive factors. There were 56 children aged 11 through 19 years. Adolescents between 15 and 19 years of age constituted the overwhelming number (87%) of all the childhood suicides. Female children and adolescents predominated among the suicide victims (71%). The most frequent means of suicide were firearms (43%), hanging (28%), and jumping (16%), respectively. The majority of suicides occurred at the decedent's home (88%). Reasons identified were mainly psychiatric disorders, followed by troubles within the family. A prior suicide attempt or a note that was left by the decedent and elucidated the reason for the suicide was rare. There was no seasonal difference in rates of suicides.  相似文献

Falls from high places, such as from a building, are frequently encountered in suicides, in some accidents, and sometimes in homicides. In this study, we evaluated the demographic data, mortality rates, fall causes, and post-mortem findings of individuals who fell from heights. Our cases were collected retrospectively from the files of the Branch of the Council of Forensic Medicine in Diyarbakir between 1996 and 2001. There were 431 accidental and 53 suicidal deaths due to blunt injury resulting from falls. Of the victims, 188 were female and 296 were male. The average age of the 484 victims was 27.05 years (range: 4 months-100 years). For buildings, the height ranged from 3 to 8 stories for suicides and from 1 to 8 stories for accidents. We proceeded to analyse the characteristics of accidental falls as follows. The majority of falls were from balconies or rooftops due to the tendency of people to sit and sleep on these places during the hotter months of the year. Some 54.5% of all falls occurred in May-August. The 53 suicidal jumps all occurred off buildings. The victims ranged in age from 15 to 70 years, and comprised 29 women and 24 men. One of the deceased jumped from the roof of a school in which he was boarding, and another from the seventh story of a hospital in which he was receiving treatment. The remaining 51 jumped from heights ranging from 3 to 8 stories. Psychiatric illness was reported in 18 (33.9%) of the suicide deaths, while 10 (18.8%) of the 53 suicides were single women. The results of this study were at variance with literature data with respect to the following: falls from heights were most common in the 0-5 year age group, females had a higher suicide rate than males, and the majority of accidental falls occurred at home rather than in the workplace.  相似文献
