This paper argues that Chicago School economist Gary Becker’s theory of fertility underpins contemporary rationalities of global population governance. Drawing on feminist critiques of biopolitics, the paper proposes reproduction as a missing link that ties Becker’s homo economicus to the aggregate question of population. It argues that Becker’s work challenged macroeconomic theories of fertility by figuring reproduction, and hence population patterns, as governed by the personal utility-maximizing decisions of individuals. It further examines how his approach to fertility inaugurated reproductive decision-making as a regulatory node of population quality, one also tied to a particular sex, race and class politics. Finally, the paper briefly analyses the relationship between Becker’s contribution and today’s focus on women’s reproductive and productive decision-making in population governance in the context of development. 相似文献

This article explores chemical skin bleaching practices in urban Ghana to demonstrate the ways that particular racialized understandings of meaning are deployed in a contemporary postcolonial African society. I argue that the processes of racialization indexed by skin bleaching in Ghana must be contextualized within global racial formations; specifically, they can only be understood by examining the interlinked local and global ideologies and practices of race. In elaborating this argument, the essay also engages with contemporary African diaspora theorization that tends to foreground diasporic identity and experience at the expense of contemporary continental processes. By bringing a postcolonial African society into a dialogue about race, processes of racialization, and the interlinked transnational construction of black identities, this essay offers one way out of the ambivalent relationship that I believe diaspora theorization has with Africa. 相似文献

It is generally accepted amongst demographers that a declining fertility rate has negative economic consequences, namely in the guise of a slowdown in economic growth. Declining fertility has, therefore, been seen as a major problem in Japan and the EU for the last 20?years. Over the past two decades, demographers and social scientists have discussed intensely the causal connection between gender equality and female fertility, to the extent that during the past 10?years, gender equality has become the cornerstone of the EU and, to a degree, Japanese public policy aiming to re-optimise fertility rates. This article scrutinises the different ways in which gender equality is erected by demographic and social scientists in Japan and the EU as a technology of governance with the aim of re-exerting control over sexual reproduction. I argue that in the EU, scientists engage directly and endeavour to develop demographic theory based on European case studies, whereas Japanese gender equality policy is developed mainly by measuring the successes of European gender equality policy and considering the results it might yield in Japan. In both cases, however, gender equality is taken up as a tool for the governance of fertility. 相似文献

The aim of this article is to discuss the role that victim groups and organizations may have in framing and supporting an accountability agenda, as well as their potential for endorsing a distributive justice agenda. The article explores two empirical cases where victims' rights have been introduced and applied by victim organizations to promote accountability—Colombia and Peru. It will be argued that if transitional justice in general and victim reparations in particular are to embark in a quest for distributive justice, it cannot do so without considering victims as political actors, and putting forward demands in terms of victims’ rights. 相似文献

The Peruvian Truth and Reconciliation Commission (Comisiónde la Verdad y Reconciliación (CVR)) has been praisedfor challenging positivist approaches to truth by focusing onvictims and narrative interpretation. In this article, I arguethat such a focus is not as problem-free as widely assumed.In spite of its normative human rights base, the CVR underestimatedthe issue of historical and political recognition of particularactors during the Peruvian armed conflict – an issue thatbears practical and tangible consequences for the actors involved.I use the case of peasant self-defense groups and their treatmentregarding potential reparations benefits to explore the challengesinvolved in combining a human rights agenda with issues of historicalinterpretation. 相似文献
