The Australian state of Victoria has a record of proactive and determined legislative action addressing road safety. Its processes and deliberations concerning the introduction of road safety laws serve as a noteworthy case study of political rationality and public policy development. Victoria has taken a unique and pioneering approach to traffic regulation. Using the seatbelt and handheld phone laws as examples, this article examines the political dynamics involved in, and the forms of political reasoning underpinning, the road safety policy decisions taken by Victorian governments. I argue that the different approaches taken by governments are partly due to the interaction of the political imperatives of state institutions imposing regulations for the public good and the protection of individual liberties.  相似文献

The often-asserted relation of formal adequacy or elective affinity between capitalism and democracy is historically contingent on both sides of the relation. First, it holds for what Weber called “formally rational capitalism” – which is the form that Marx had previously investigated in Das Kapital – rather than others, such as traditional commercial capitalism or politically oriented capitalism. Second, it holds only to the extent that “the comprehensive contradiction” identified by Marx at the heart of the democratic constitution can be resolved: the contradiction between a universal franchise that potentially gives subaltern classes control over legislative and executive powers and a constitution that protects property rights favourable to capital. Building upon Poulantzas, it is then argued that these conditions are being undermined by the rise of new forms of political capitalism, especially finance-dominated accumulation, that are facilitated in turn by the consolidation of both neoliberalism and “authoritarian statism”. This involves the intensification of “exceptional” elements in a formally democratic shell, and the emergence of a permanent state of austerity. The article concludes with comments on the limits of finance-dominated accumulation and the austerity state.  相似文献

In this report, we investigated the effects of cyanamide (a potent inhibitor of aldehyde dehydrogenase (ALDH: EC 1.2.1.3)) on hypothalamo-pituitary adrenal (HPA)-axis using in situ hybridization histochemistry and radioimmunoassay. Cyanamide administration resulted in a dose-dependent increase in plasma corticosterone concentrations, significant increases in not only corticotrophin releasing factor (CRF) mRNA, but also arginine vasopressin (AVP) mRNA in the paraventricular nucleus (PVN) and proopiomelanocortin (POMC) mRNA in the anterior pituitary. These results suggest that cyanamide is able to activate the HPA axis at all levels of the axis.  相似文献

Abstract. This article presents a definitional and historical summary of 'civil society' as a western concept, and then traces how it was used in Japanese political theory and practice. 'Civil society' discourse became a familiar term amongst post–war Japanese historians and social scientists in the period 1945–1970, and thus preceded the recent international proliferation of 'civil society' literature in the 'west' from the 1970s onwards. 'Civil society' discourse was politicised in practice in Japan in the 1950s and 1960s, principally in opposition movements wanting to encourage political participation by ordinary citizens. While some 'civil society' discourse in Japan was based on an idealisation of 'western' ideas and practice, it is also the case that the individualism and democratisation implied in 'civil society' discourse has been very differently understood in 'western' countries and very unevenly instituted in their political practice. A simple East–West frame makes significant similarities between Japanese ideas and practice and 'western' concepts and politics disappear, and additionally causes significant differences within the 'west' regarding individualism and democratisation to become invisible.  相似文献

Introduction     
This paper critically compares and evaluates regulationist and governance approaches to the transformation of the local state. It is prompted by the close connection often made between the transition from Fordism to post-Fordism and new forms of economic and political governance. The paper first reviews the conceptual background to current concerns with regulation and governance. It then considers the basic (meta-) theoretical assumptions and core concepts of the two paradigms and identifies parallels and convergences and well as some important differences in theoretical or substantive focus. Attention then shifts to posible conflicts or tensions between regulation and governance as axes of crisis-management and crisis-resolution in local economies and states. The paper notes some problems in attempts to combine concepts and arguments relating to governance and regulation and highlights the importance of the organization of inter-organizational relations in resolving regulation and governance problems. It concludes with suggestions for subsequent research on these issues.  相似文献
