Kindergarten policy varies widely both across and within states. Over the past decade, a number of states have instituted a full‐day kindergarten requirement and others are considering it as a way to increase educational achievement. Many parents also support full‐day kindergarten as a source of child care. This paper uses the Early Child Longitudinal Study–Kindergarten Class of 1998–1999 to evaluate the efficacy of this policy. In ordinary least squares, probit, county fixed effects, and instrumental variables models, we find that there are initial benefits for students and the mothers of students who attend full‐day kindergarten, but that these differences largely evaporate by third grade. Contrary to claims by some advocates, attending full‐day kindergarten is found to have no additional benefit for students in families with income below the poverty threshold. © 2006 by the Association for Public Policy Analysis and Management  相似文献

This article argues that the process of European Union accession prioritises the linguistic and cultural hegemony of the ethnic Estonian majority as a necessary condition of securing post-Soviet Estonia in an enlarged European Union. This occurs through a conceptualisation of security used by 'e´lites of statecraft' that binds together 'nation', 'culture', and 'state' as cornerstones of a stable interstate system. Evidence is gathered from extensive interviews with Estonian and western European officials as well as analyses of international agreements on minority rights and Estonia's main ethnic integration document, State Programme: Integration in Estonian Society 2000-2007. Estonia's ethnic integration policy should not be understood as a peculiar, eastern European case of cultural protectionism. Rather, it is a logical expression of broader European patterns of political organisation. The research was funded by a 1999-2000 Fulbright-IIE fellowship to Estonia and 2000-01 David L. This study concerns the relationship between knowledge of drug culture and substance use. Results from a sample of 2,635 middle and high school students indicate that (1) knowledge of drug culture is positively correlated with substance use; (2) drug knowledge is more reliable and coherent in older youth; (3) drug knowledge is unrelated to other kinds of knowledge acquired in school; (4) youth exposed to peers' substance use in school have more drug knowledge; and (5) the earlier young people begin using drugs and alcohol, the more they know about the drug culture. Gender and gender-role orientation differences were explored on adolescents' coping with peer stressors. Eighth-grade and ninth-grade public junior high school students (N = 285) completed the COPE, reporting the strategies they recently used to deal with a stressful peer-related situation. Measures of gender-role orientation (Bem Sex-Role Inventory) and demographic information also were obtained. Factor analysis of the COPE revealed 4 distinct coping factors: active, avoidant, acceptance, and emotion-focused. The most frequently reported stressful event was arguments/fights with same-sex friends. Girls reported more arguments/fights with opposite-sex friends. Boys reported more physical fights and threats. Students' ratings of how much the situation mattered were used as a covariate in a MANCOVA to compare coping by gender and gender-role orientation, to control for perceived stressfulness of situations. Significant gender-role orientation differences were found for active, acceptance, and emotion-focused coping.  相似文献

Public sector change in 2003 was a product of external demands and internal pressures for improvement. The specific areas addressed are responses to security threats in the international environment; strengthening internal capacity, particularly through whole-of-government approaches; and fine-tuning the public management model in part through readjustments to the centre-agency relationship and greater emphasis on horizontal structures and processes.

State sector reform was an integral component of the radical economic and social policy changes enacted by New Zealand governments between 1984 and 1991. This reform replaced the traditional tenured public service with a contractual regime. Through a comparison with Denmark, it is shown that New Zealand's reforms were not unique. Similar reforms were enacted in Denmark. But contrary to what occurred in New Zealand, the Danish reforms had already begun in the 1960s, and have since been gradually expanded. The parallel contractual regimes introduced in the two countries are accounted for by an increasing demand among politicians to secure a civil service that is responsive to political executive demands. However, because of institutional differences and diverging regulatory regimes, the strategic approaches in the two countries have been different. Whereas the New Zealand approach was dominated by an appeal to a coherent and sophisticated body of theoretical knowledge, combined with strict formalization, the Danish strategy has been based on political bargaining with the civil service unions. In both cases the reforms rest on critical assumptions regarding their positive and negative implications.  相似文献
