On the waves: a new kind of surf in Rio de Janeiro

Surfmen are thus called young daredevils who climb to the roof of suburban trains in Rio de Janeiro, Brazil and vie with each other in agility and prowess, some of them often falling on the railway tracks and being killed. The practice started as a need to hang on anything outside the crowded train and became a sport of sorts. Even though repressed by the railway authorities and punished by fines and imprisonment, the practice has been going on since the eighties and developed into a competition with rules, code of honour, grading of achievement. It became a means of improving self-esteem as well as securing leadership and social prestige by people who otherwise carry on lives devoid of any charm or ludic stimulus. A substitute behavior, it results from processes of cultural elaboration at work in the youth culture of our cities.     

Corporate citizenship and social responsibility in a globalized world

This article addresses the rise of corporate citizenship in the context of the changes in the nature of individual citizenship and the emergence of new, non‐territorial forms of national identity that are occurring in the current era of intensifying globalization. It also ponders the power of corporate citizens and the role they play in the prevailing global governance framework, as well as the extent to which they can behave responsibly and pursue sustainable development goals. More generally, the article discusses the limits to corporate social responsibility and the extent to which capitalism can be ‘caring’. The argument advanced is that, by virtue of their very nature, transnational corporations (TNCs) cannot become fully responsible and accountable citizens. Nonetheless, they can be induced to transform themselves in ways that may be compatible with socially and environmentally desirable objectives. Lastly, the article explores paths for action and, in particular, the potential of NGOs and anti‐globalization social movements to become civil regulators able to push for the introduction of binding rules and regulations and the construction a governance framework capable of restraining and harnessing the power of TNCs.

Murder in Mexico: are journalists victims of general violence or targeted political violence?

Journalists in Mexico face hundreds of attacks each year, ranging from online harassment and physical intimidation to outright murder. The official narrative typically claims that murdered journalists are the victims of general criminal violence. This article finds that despite the rampant violence in Mexico, the murder of journalists cannot be attributed to the country’s general criminal violence problem alone. Instead, the evidence points to the targeting, and even political targeting of journalists. First, journalists are at a much higher risk of being murdered than the general population. Second, the divergence between homicide rates among the general population and among journalists varies considerably between Mexican states. While recent scholarship has shown that subnational governments can successfully remain authoritarian despite democratization at the central or federal level, this literature has largely ignored the use of political killings in subnational undemocratic regimes. This article attempts to understand the murder of journalists not just as a problem of criminal violence, but also of political violence, and thereby connects the findings to the existing scholarship on subnational authoritarianism.     

The only solution is revolution: the Spanish Confederación Nacional de Trabajo and the problem of unemployment in Republican Spain, 1931–1933

Although the Great Depression has been the subject of much research, focus normally centers on the impact instead of the tactics developed by working-class organizations to tackle the problems it caused, specifically unemployment. Recent research has sought to fill this gap, but numerous areas remain uncovered. This paper covers two of these: the situation in Spain and the reaction of anarcho-syndicalist union – the Confederación Nacional de Trabajo. Spain presents an anomalous case; a country that saw the replacement of a semi-fascist dictatorship by a democracy in the 1930s. Furthermore, the fact that the initial government of the Spanish Second Republic included the Socialists provides an opportunity of comparing and contrasting the positions and policies of reformist and revolutionary workers’ organizations. The study is based on predominantly on articles appearing in the CNT newspaper Solidaridad Obrera. The conclusion reached is that for the CNT rising unemployment was a symptom of an irreversible trend in a failing capitalist system, which could only be solved by the revolutionary overthrow of that system. Nonetheless, the union had to present plausible solutions to ameliorate the conditions of the workers to attract the unemployed and thus, create a force strong enough to lead that revolutionary change.     

Shopping for Men: The Single Woman Narrative

Philips adresses a relatively new genre of fiction for women readers- including works by Jane Green, Freya North, Jane Gordon, Marian Keyes and the journalist Kathryn Flett- namely, that of the working woman romance narrative. These are novels that are addressed to a generation of young women who have independent incomes, are in work and are skilled consumers. The title, 'Shopping for Men', refers both to the consumption of men as objects of romance, and to the deployment of consumer skills in order to create a man worthy of the heroine's desire. In these novels, romance and sexual desire are contingent upon the reader and heroine appreciating and valuing consumer items. Using Bourdieu's argument that distinctions of taste are integrally related to class relations, the paper suggests that 'Mr Right' in these novels is required to display an awareness of consumer labels, and an ability to purchase them that surpasses that of the heroine. Philips will suggest that, while the heroines of these narratives assume all the gains of feminism, the romantic expectations are those of traditional gender relations, and that, while the female protagonist is assumed to be a working woman with a successful career, the romantic denouement depends on a hero whose work and social status are superior to hers.     

Public administration reform for Aboriginal affairs: An institutionalist analysis

Persistent underperformance of public policy and program implementation in Aboriginal affairs is widely recognised. We analysed the results of two case studies of attempted reforms in public administration of Aboriginal primary health care in the Northern Territory, using a framework based on the institutionalist and systemic racism literatures, with the aim of better understanding the sources of implementation failure. Implementation of the agreed reforms was unsuccessful. Contributing factors were as follows: strong recognition of the need for change was not sustained; the seeds of change, present in the form of alternative practices, were not built on; there was a notable absence of sustained political/bureaucratic authorisation; and, interacting with all of these, systemic racism had important consequences and implications. Our framework was useful for making sense of the results. It is clear that reforms in Aboriginal affairs will require government authorities to engage with organisations and communities. We conclude that there are four requirements for improved implementation success: clear recognition of the need for change in ‘business as usual’; sustainable commitment and authorisation; the building of alternative structures and methods to enable effective power sharing (consistent with the requirements of parliamentary democracy); and addressing the impact of systemic racism on decision-making, relationships, and risk management.
