‘You May Kiss the Bride,But You May Not Open Your Mouth When You Do So’: Policies Concerning Sex,Marriage and Relationships in English Forensic Psychiatric Facilities

In 1996, the Royal College of Psychiatrists recommended that all psychiatric facilities in the UK develop policies concerning sexuality and sexual expression for persons contained in those facilities. This paper analyses the prevalence and content of such policies in English forensic psychiatric facilities. While the College recommends an individualised approach to sexual and emotional relationships, most hospitals in fact either prohibit or actively discourage such expression as a matter of policy. The paper considers the advantages and disadvantages of that approach. The paper also considers the legal issues surrounding these policies, and in particular the legal authority for governing the sexual and emotional expression of hospital residents and the relevant human rights implications.     

Multiple Indicators of financial instability in local governments

This paper suggests methods to ascertain the fiscal health of local governments. The methods can be applied to total, short-term, or long-term indebtedness and are conducive to market or regulatory management approaches. Essentially, we argue against the use of single indicators of financial health applied in an absolute manner and for the comparative use of multiple indicators through time. Tracking multiple indicators through time affords administrators, regulators, investors and citizens a better picture of the financial situation of a locale in comparison to other similar locales at any point in time as well as a clearer indication of potentially troublesome trends. The paper concludes with an illustration of the multiple indicators method applied to the total and GOB indebtedness of a sample of 161 Florida cities and towns. The illustration includes a suggested threshold level and finds less than 10 percent of Florida cities and towns above this limit.

‘From weird to wired’: MPs,the internet and representative politics in the UK

On 14 May 2002, the House of Commons voted on proposals put forward by the Modernisation Select Committee for reform of the departmental select committee system. This article examines the origins of those proposals, and the outcome of the vote, focusing on one particular proposal to create a Committee of Nomination to place MPs onto select committees. This raises questions regarding two competing academic approaches to explaining parliamentary reform, the ‘attitudinal’ approach and the ‘contextual’ approach, and concludes that, of the two, the ‘contextual’ approach is better placed to explain the failure to create a Committee of Nomination.     

Determinants of the decision to drive while disqualified

As part of a large-scale study of disqualified drivers, the present study focused on determinants of offenders' decisions for or against driving during the disqualification period. It was predicted that four types of factors would operate to produce a decision. In particular, it was anticipated that three factors-assessment of risk, perceived disruption, and evaluation of the relation between perceived ability and sanction legitimacy-would combine to produce a fourth factor-anxiety-which, in turn, would be related to driving behavior during the sanction period. A sample of 1552 drivers, completed a mail questionnaire designed to provide data about these factors. Multiple regression analyses indicated general support for the predicted relations between factors, although the variables of perceived ability and awareness of penalty added little to the final predictor equation, and these relations were found not to be affected by driver demographic and background variables. Findings were discussed in terms of their implications for subjects' decisions about whether or not to violate the sanction.
