Innovation with public administration in Turkey

Public administration can play an important role in achieving a sustainable global competition level for this country through innovative services （Ozhaseki, 2006, p. 29）, to which there is a rising demand in the name of competition, globalization and new necessities of the society （Tosun, 2006, p. 19）. However, ＂innovation does not just happen＂ （Streib ＆ Willoughby, 2005, p. 83）. This paper tries to search for conditions of developing innovation with public administration in Turkey. To start with, organizational leadership, collaboration and good communication are needed to enable joint development of innovation, for example, to increase computer and information literacy, access to the Internet, and demonstrate the value of using the Internet （OECD, 2006, pp. 6, 9） Financial incentives for developing innovation by public organizations to share their solutions could also be considered.     

An Evaluation of Childhood Deaths in Turkey Due to Yellow Phosphorus in Firecrackers

Yellow phosphorus (YP) is a powerful protoplasmic poison used in the manufacturing of matches, pest poisons, firecrackers, firework cracker, lights for watches, military ammunition, and agriculture fertilizer. YP is extremely flammable and toxic and easily absorbed from the gastrointestinal tract. In this study, we examined childhood deaths from 1997 to 2012 resulting from the ingestion of firecrackers. The patients ranged from 2 to 15 years of age and were admitted to the hospital with a variety of symptoms. Those that presented with nausea, vomiting, and hypotension rapidly deteriorated and entered a coma. An autopsy was performed in all but one of the 16 cases reviewed. Macroscopically, the livers had a yellowish discoloration with petechial bleeding. Histopathologic examination revealed acute toxic hepatitis. In conclusion, these firecrackers are found in corner shops throughout Turkey, may cause death in children with little warning, and should be banned to prevent further deaths.     

Income distribution and socioeconomic mobility: A framework for analysis and planning

This paper analyses income distribution and socioeconomic mobility within a framework that: (1) incorporates a dynamic as well as a static view of equity, (2) includes the distribution of income by households or individuals and also by socioeconomic classes, and (3) explicitly includes the translation from the distribution by socioeconomic groups into the overall size distribution. The dynamic analysis makes use of a mobility matrix which is similar to the transition matrix in dynamic Markov analysis. A representative mobility matrix is presented which includes ten socioeconomic groups. Four categories of mobility are identified: (1) rural‐urban migration, (2) movements within the urban labour market, (3) movement through the educational system, and (4) capital formation and asset redistribution. Some numerical examples are given analysing development strategies combining high or low socioeconomic mobility with equalising or unequalising growth.     

Attitudes of Omani early childhood preservice teachers toward bilingual early childhood education: Benefits,challenges, and solutions

Compared to earlier times, many Omani parents have become more enthusiastic about bilingual education for their young children. To fully understand and improve early bilingual education, it is critical to start with an inquiry into prospective practitioners' attitudes toward bilingualism in early education as they are the ones who will work in bilingual education programs. Therefore, this research investigated the attitudes of early childhood pre-service teachers in Oman, toward bilingual education during children's early years. The data were gathered using qualitative survey methods with a focus group and analyzed using thematic analysis. Hence, essential themes and sub-themes were extracted from the data and an exhaustive analysis of pre-service teachers' attitudes toward bilingual education in the early years was conducted. The findings revealed that participants tend to favor such programs. Although they believe there are a few challenges in the field, they reported possible solutions that are presented in this study. Implications are discussed and recommendations are made.     

Vacuum cleaner use in autoerotic death

A case of a fatal cardiac episode resulting from an unusual autoerotic practice involving the use of a vacuum cleaner, is presented. Scene investigation and autopsy findings are discussed.
