Abstract. According tot standard dictionaries 'implementation' is ambiguous, as it means either the act of implementing or the state of having been implemented. This duality has characterized implementation theory, which models the process of implementation in different ways, each presumably conducive to successful implementation as an outcome. It is argued that one model of implementation as a process is most suitable for successful implementation meaning the fulfillment of policy objectives by programme technologies. However, there is no necessary relation between some model of implementation processes and implementation as an outcome. Public policies may be implemented in various ways and some policies do fail implementation or result only in political symbolism, but that does not warrant generalizations about the impossibility of successful implementation or create a case for some special model of implementation as hierarchical authority, or as evolution, learning or coalition. Basic to implementation is accountability, which restricts the amount of trust that gives autonomy to those responsible for the implementation of policies. The conceptualization of implementation as a combination of accountability and trust points in a new direction for the analysis of policy cycles.  相似文献

The international literature on the Swedish model has failed to realize the severity of its economic crisis. The Swedish malaise is entirely home-made and started much earlier than international commentators realized. The sharp downturn in the performance of the public and private sectors in Sweden is a result of the overemphasis on the public sector, upsetting the earlier established balance between markets and politics. Since 1975 Sweden has been ruled by a distributional coalition that has not yet provided reforms that can take the country out of its economic difficulties.  相似文献

We used data from a survey of inmates who have committed homicide or assault to examine whether men and women who have killed or assaulted their intimate partners are different from other violent offenders. A “gender perspective” implies that intimate partner violence and violence between the sexes have different etiologies than other types of violence, whereas a “violence perspective” implies that they have similar etiologies. Our evidence supports a violence perspective. In general, offenders who attack their partners are similar to other offenders in terms of their prior records, alcohol and drug use, and experiences of abuse. We observed some differences between men who attack women (including their female partners) and other male offenders, but the differences were opposite those predicted by a gender perspective. For example, men who attacked their partners were particularly likely to have been abused by their partners. In addition, men who attacked women were particularly likely to have experienced sexual abuse during childhood and to have been intoxicated at the time of the incident. These results suggest that some well-known predictors of violence are particularly strong predictors of male violence against women and female partners.  相似文献

Abstract. Scholars and policy makers have traditionally assumed that nations face a tradeoff between income equality and economic efficiency. Greater equality is believed to reduce investment and dampen work incentives. A heterodox view suggests that a more egalitarian distribution of income may have beneficial efficiency effects by augmenting consumer demand and/or encouraging workers to cooperate in upgrading competitiveness. This paper offers an empirical assessment of the relationship between equality and efficiency, based on cross-sectional data from 17 advanced industrialized economies over the period 1974–90. The comparative evidence indicates no adverse impact of greater equality on investment or work effort, nor on growth of productivity or output, trade balances, inflation, or unemployment. On the contrary, higher levels of equality are associated with stronger productivity growth and trade performance, and possibly with higher investment and lower inflation.  相似文献
