The Extent and Determinants of the Utilization of University Research in Government Agencies 总被引:1,自引:0,他引:1
This article addresses three questions: To what extent is university research used in government agencies? Are there differences between the policy domains in regard to the extent of use? What determines the use of university research in government agencies? The data analysis is based on a survey of 833 government officials from Canadian government agencies. Comparisons of the magnitude of uptake of university research show large and significant differences across policy domains. The results of the multivariate regression analyses show that the characteristics of research and the focus on the advancement of scholarly knowledge or on users’ needs do not explain the uptake of research. Users’ adaptation of research, users’ acquisition efforts, links between researchers and users, and users’ organizational contexts are good predictors of the uptake of research by government officials. 相似文献

This essay explores the central role of Jewish joke telling in Sasha Marianna Salzmann’s play Muttersprache Mameloschn (first performed in 2012). Subversively revealing the problematic of essentializing cultural, national, and even sexual identity, Jewish joke telling figures as a performance of social and political resistance and disidentification in this play. Engaging with Jack Halberstam’s queer epistemology of failure and José Esteban Muñoz’s theory of queer disidentification, I propose that the act of Jewish joke telling by a young lesbian plays out as a new queer project of intervention in this play that confronts both antisemitism and culturally positioned sexual hegemony. 相似文献

We evaluate the cost‐effectiveness of two early childhood interventions that use instructional coaching and parent coaching as levers for improvement. The study design allows us to compare the individual effects of each intervention as well as their combined effect on student outcomes. We find that teachers receiving instructional coaching improve their use of evidence‐based instructional practices, while families receiving parent coaching show increases in numerous responsive parenting behaviors associated with positive child outcomes. Both interventions demonstrate positive impacts on students, but only parent coaching shows statistically significant effects across a range of student outcomes. Instructional coaching alone is substantially less costly and may therefore be the most cost‐effective of the three treatment conditions; however, small sample sizes limit our ability to reach definitive conclusions. Policy simulations suggest that implementing these interventions could raise the overall cost‐effectiveness of Head Start by at least 16 percent. 相似文献

Research on state fragility has seldom examined questions of persistence and transition of states. We develop a sixfold typology of states to examine how key structural features of states evolve and contribute to successful exits from fragility in some cases and persistence in others. Particularly worrisome is the lack of positive transition among the weakest states. Our findings are derived from a minimalist construct of a refined time series data set involving state indicators of authority, legitimacy, and capacity. Case studies of some of the more turbulent examples support our state trajectories. Additionally, changes in legitimacy most often led state transitions into or out of fragility. Implications of intervention policy for transitioning states out of fragility are addressed, and these are given particular focus since fragile states experience at least twice the intensity/incidence of internal armed conflict compared to other states. 相似文献

This is a dynamic time for insolvency law. Many jurisdictions have made or are considering reforms to their insolvency regimes. The United Kingdom has proposed a new standalone restructuring mechanism that incorporates many attributes of Chapter 11, including a cross-class cram down and the absolute priority rule. A distinctive feature of the UK proposal is the infusion of judicial discretion permitting courts to deviate from the absolute priority rule. This discretion is not permitted in the United States. This judicial discretion addresses a key problem with the application of the absolute priority rule in the United States—it may serve as an impediment to reorganization. This impediment is exacerbated by the recent U.S. Supreme Court decision, Czyzewski v. Jevic Holding Corp., which impacts the effective use of Chapter 11 rescue tools. This article explores the absolute priority rule, the problems associated with it, and the effect of Jevic in the United States. Drawing on the UK reform proposal, I argue that the United States should implement reforms that infuse judicial discretion into the application of the absolute priority rule. Doing so will facilitate the underlying policy goal of rescuing the company in Chapter 11 and also promote a broader policy goal of rescuing the business. 相似文献
