ABSTRACT

This article explores how societal actors in Somalia take part in a transnational politics of countering/preventing violent extremism (CVE/PVE) through a political sociological approach to militarisation. We argue that the transnational politics of CVE represents an extension of global militarism by some states, institutions, donors and brokers. CVE works to adapt global militarism and to reconfigure the global-local relationships that sustain it. We explore the roles and influence of local ‘CVE brokers’ in deradicalisation efforts in South-central Somalia. They inadvertently merge the counter-terrorism approach to Somali people, values and territory with non-military means. We show that their key practices – co-ordination, translation and alignment – advance, but also disrupt, alter and transform CVE policy objectives.  相似文献

The transfer of new health technology to South Africa is occurring despite the fact that North American and European health care planners and entrepreneurs have a very limited understanding of traditional Black South African cultures which condition the health-related behaviors of the majority of the population. Consequently, relatively few people of African descent in this very diverse nation are, at least initially, benefiting from the new imported medical technology. This study gives an overview of traditional Black medicine in South Africa and, through the presentation of several case studies, discusses its implications for the societal adoption of new health technology received from the United States and other industrialized nations. The example of the successful application of cervical cancer exams in rural and urban clinics of the Eastern Cape is analyzed and institutional mechanisms that support successful transfer are identified.  相似文献

How do changes in the economy translate into shifts in aggregate preferences for a more or less activist government in the U.S.—a construct referred to as “policy mood”? Existing theories pose alternative explanations based on either a Maslow Hierarchy of Needs model, where citizens prefer an activist federal government to expand the social safety net when the economic future looks bright (Durr, 1993), or a Phillips Curve model (Erikson et al., 2002), in which the objective economic maladies of inflation and unemployment drive policy mood. We show that neither of these explanations withstands empirical scrutiny when analysis is extended beyond the time period of the original authors' work, suggest the existing wisdom tying the economy to policy mood is wrong, and offer some alternative avenues to pursue in search of an answer to the question: What moves policy mood?  相似文献

ABSTRACT

This article focusses on how traditional authorities (TAs) are involved in deradicalization practices as part of the counterinsurgency campaign in Somalia. Through a lens of hybridity, it traces and discusses the adaptive and unpredictable forms of local-global governance that have emerged. TAs fulfil a mediating role between international expectations and local sensibilities. With important variations, they have taken on a deradicalization identity. However, many dilemmas arise from their interactions that will force adjustments and adaptations on all concerned actors.  相似文献

This article addresses the issue of fiscal decentralizationin developing countries, and the use of intergovernmental transfersto achieve this objective. We find that developing countrieshave more centralized fiscal structures and argue that thisis consistent with the theory of fiscal federalism. Economicdevelopment, however, does push the advantage toward decentralization.We also show that developing countries use a wide variety oftransfer instruments to fund local governments, and that theseinstruments give the national government varying degrees ofcontrol over local government finances.  相似文献

The purpose of this article is to study how the Swedish welfare state has managed the cost of shorter working hours. During the twentieth century, several official reports were published in order to produce knowledge about this issue and to deal with the cost for the reform. This article aims to examine the arguments and beliefs of the political economy of the welfare state that emerge from these formulations. An examination of shorter working hours as social policy sheds new light on the relationship between the welfare state and capital, in addition to limits for social policy imposed by the economic system. A reduction of work hours has never been justified as a reform that simply gives more time for leisure and less time for work, but has been assigned a cost that was necessary to manage. The reform was considered possible because it was interpreted as helping to reproduce labor power or capitalism as a whole. It was thought impossible and undesirable when considered to be a threat to this reproduction. This article shows the process of managing the cost for shorter working hours in Sweden and how arguments fundamentally changed over time, although the basic premises remained the same.  相似文献

ABSTRACT

The aim of this paper is to highlight and discuss contradictions and challenges in the current policy and practice regarding fathers’ violence towards mothers and children in the Swedish welfare state. In particular, professional discourses and understandings of domestic violence in disputes about contact, custody, residence and maintenance, following parental separation, are analysed. My research suggests that abusers find ways to manipulate professionals and get them unwittingly to enable their continued control of victimised mothers and children. One conclusion is that oppression is maintained through processes of familialisation and selective repression. These discursive practices reproduce intersectional inequalities and, in doing so, in many cases result in the administration rather than prevention of further violence.  相似文献

A fundamental challenge facing applied time-series analysts is how to draw inferences about long-run relationships (LRR) when we are uncertain whether the data contain unit roots. Unit root tests are notoriously unreliable and often leave analysts uncertain, but popular extant methods hinge on correct classification. Webb, Linn, and Lebo (WLL; 2019) develop a framework for inference based on critical value bounds for hypothesis tests on the long-run multiplier (LRM) that eschews unit root tests and incorporates the uncertainty inherent in identifying the dynamic properties of the data into inferences about LRRs. We show how the WLL bounds procedure can be applied to any fully specified regression model to solve this fundamental challenge, extend the results of WLL by presenting a general set of critical value bounds to be used in applied work, and demonstrate the empirical relevance of the LRM bounds procedure in two applications.  相似文献
