Addressing Information Needs in Employment Services Provision in Italy: The Role of Codesign Networks

This article examines how coproduction can contribute to information quality in support of labor-market decision-making. Data was gathered on different types of Labor Market Intelligence (LMI) as decision-support systems for stakeholders, and subsequently by analyzing a specific program, with a focus on the role of information within its coproduction process. Results confirm the importance of information systems to support employment services design, but highlight the limitations of existing channels, and outline the types of information needed for policy effectiveness: those that are gathered through continuous relations with employers and jobseekers, and that often derive from participation in policy networks.     

Explaining Informal Policy-Making Patterns in the Eurozone Crisis: Decentralized Bargaining and the Theory of EU Institutions

ABSTRACT

During the Eurozone crisis, the so-called ‘Merkozy duumvirate’ emerged as an informal, but highly visible EU policy-making pattern. This article asks why such forms of decentralized bargaining emerge and what this implies for the theory of EU institutions. According to an approach based on negotiation theory, the article argues that Merkozy is a strategic tool used by Germany to realize its preferences on EU crisis management. Based on an incomplete contracts theory of EU institutions, instead, the article analyses Merkozy as an informal institution created by France and Germany to avoid being discriminated by supranational institutions. Both approaches are employed to assess Merkozy’s role in the decision-making process leading to the adoption of the Fiscal Compact.     

Performance-based funding and university research productivity: the moderating effect of university legitimacy

The introduction of competitive funding mechanisms in higher education is found to generally increase research productivity. However, the diversity within higher education systems may lead universities to behave in substantially different ways in response to the adoption of competitive funding criteria. In particular, we argue that the legitimacy of universities, defined as their level of recognition based on the adherence to socially accepted norms and expectations, is crucial in shaping their reaction. This paper investigates the change in research productivity experienced by Italian universities following the introduction of the first Performance-based Research Funding System (PRFS) in 2003, focusing on the moderating effect of university legitimacy. Using a sample of 75 universities observed during the period 1999–2011, we find that the introduction of PRFS leads to an increase in research productivity, and this increase is significantly more pronounced among more legitimate universities.     

Effects of Cremation on Fetal Bones

The charring process is a weak point of anthropological analysis as it changes bone morphology and reduces information obtainable, specially in fetuses. This experiment aims at verifying the conservation of fetal bones after cremation. A total of 3138 fetuses of unknown sex and age were used, deriving from legal and therapeutic abortions from different hospitals of Milan. Cremations took place in modern crematoria. Nine cremation events were analyzed, each ranging from 57 to 915 simultaneously cremated fetuses. During the cremations, 4356 skeletal remains were recovered, 3756 of which (86.2%) were morphologically distinguishable. All types of fetal skeletal elements were found, with the exception of some cranial bones. Only 3.4% of individuals could be detected after the cremation process, because of the prevalence of abortions under 12 lunar weeks. All fire alterations were observed and the results were statistically analyzed. This pilot study confirmed the possibility of preservation of fetal skeletal elements after cremation.

Functional Reforms in Italian Employment Policies: Institutional Impact at the Macro and Micro Level

This article explores the institutional impact of Italy’s administrative decentralization of employment policies since the mid-1990s, by focusing on the Lombardy region. These reforms have produced significant shifts in terms of transfer of responsibilities from the national to the regional level, liberalization, and participation of private actors. By relying on two case studies—the regional public agency in charge of coordination of employment policies and a private provider of employment services—the reforms’ implications in terms of reorganization and stakeholder participation are explored. The results point to a required shift in terms of strategy, organization, and operations for both institutions.     

Dependent Arising,Non-arising,and the Mind: MMK1 and the Abhidharma

The first Chapter of Nāgārjuna’s Mūlamadhyamakakārikā offers a critique of causation that includes the Abhidharmic category of the ‘four conditions’. Following the South-Asian commentarial tradition, this article discusses the precise relationship between Madhyamaka philosophy and its fundamental Abhidharmic background. What comes to light is a more precise assessment of Madhyamaka ideas about viable conventions, understood as the process of dependent arising. Since this is primarily in the sense of conceptual dependence, it involves sentiency as a necessary causal element, and the relationship between sentiency and conceptuality is highlighted by Nāgārjuna and his commentators. Viable conventions exclude the possibility of a non-contingent core, and the systems and categories that revolve around such non-contingent element (ātman) are discarded by the Madhyamaka even at a conventional level.

Due to its features, “cat” is a cultural unit which is easy to anthropomorphize and iconize, according to a variety of textual practices, including so-called Internet memes (lolcats) and one of the most interesting examples of sign proliferation to date: the creation of a whole new language (lolspeak) based upon systemic misspellings and mistakes.
