This paper uses the unique social structure of Arab communities to examine the effect of social identity on voter turnout. We first show that voters are more likely to vote for a candidate who shares their social group (signified by last name) as compared to other candidates. Using last name as a measure of group affiliation, an inverted U-shaped relationship between group size and voter turnout has been found (borderline significant) which is consistent with theoretical models that reconcile the paradox of voting by incorporating group behavior. 相似文献

Representative bureaucracy theory expects minority bureaucrats to advance the interests of minority citizens. Yet, little attention has been given to the variation in the acceptability, incentives and risks of representation across bureaucratic domains. Analysis of over two million police vehicle stops from four different US departments reveals that African American police officers do not treat African Americans preferentially, yet they mitigate existing racial disparities in policing. Compared with White officers, African Americans seem less disposed to use their discretion. They are disinclined to search drivers, yet inclined to cite them, displaying comparatively low disparities across social groups. These findings extend to pure traffic violations, and are robust to entropy balancing reweighting. We provisionally attribute African American police officers' impartial policing style to their compelling need to display their performance, and avoid blame, amidst intra‐organizational pressures and risks ensuing from the political salience of the police's clash with minority communities. 相似文献

Since the 1990s many OECD countries have adopted fiscal rules. After the adoption of these rules, the ratio of social transfers to government consumption substantially declined, and it recovered following the global economic crisis. Using a sample of 22 OECD countries, we found a negative effect of fiscal rules on the ratio of social transfers to government consumption. This finding implies that fiscal rules are effective, but not necessarily binding. Our examination reveals that the negative effect of fiscal rules on the social transfers to government consumption ratio is particularly evident in countries with relatively weak legal protection to social rights. 相似文献
