Utopias Re-imagined: A Reply to Panizza

This article is a reply to Panizza's recent article, 'Unarmed Utopia Revisited: The Resurgence of Left-of-Centre Politics in Latin America'. It contests the claims that there are no alternatives to market economies and liberal democracy in contemporary Latin America. It does this by disentangling the conceptual assumptions that underlie the analysis presented, which, it argues, construct a loaded dice that makes the conclusions of the arguments seemingly inevitable and objective. It also explores the internal contradictions within the alternative presented. This analysis is developed through the use of critical social theory and with reference to the 'movements from below' engaged in the struggle to re-imagine and reconstruct utopias. This involves bringing to the heart of analysis a theoretical orientation in which structures become a series of concrete social relations, not objects, and power is mediated at a variety of spatial levels. It necessitates a conceptualisation of politics, structure and the agents and nature of structural change that expand the boundaries of traditional political science categories. Such conceptual expansion and theoretical repositioning make visible, and politically central, the movements from below normally categorised as marginal in political analysis.     

Old Tools and New Movements in Latin America: Political Science as Gatekeeper or Intellectual Illuminator?

This article argues that social democratic and orthodox Marxist conceptualizations of politics are unable to "engage in solidarity" with many new forms of Latin American popular politics. Such movements challenge the politics of representation, the market economy, and the state form by reinventing territorialized experiments in self-government, which politicize place, subjectivities, and social relations. Developing a critique of these frameworks of political analysis, this article argues that conceptual categories combining the insights of autonomist or open Marxism and poststructuralism and the critical reflections and theorizations by Latin America's newest social movements enable a deeper engagement with such movements. This critique challenges academics committed to progressive social change to reexamine long-held notions about the nature and agents of social transformation and the epistemological categories that orient our research. It argues that if we fail to do this, then we risk becoming gatekeepers of the status quo.     

Information strategy： An analysis framework

Strategic information requirements define which information an enterprise needs to operate and manage its business. These requirements are told ＂strategic＂, since they are at a very high abstraction level, and reflect what managers want to know about operations. In an ideal world, managers would simply express their needs in natural language and the analyst will translate them in actual systems. To get close to these ideal results, a key point is to structure requirements and go from a strategic level, suitable for managers but not for IT analysts, from a semantic level, suitable for IT analysts. For this purpose, we here present an approach to strategic information requirements elicitation （SIRE）. It includes a meta-model, analysis steps and a software tool. The meta-model describes the information domains of the enterprise. The design steps specify the activities the analyst should perform to go from a strategic level to an engineering level. SIRE is based on some key ideas. First, an enterprise processes information made of universal information domains, which include stakeholders, products, process and contexts. By specializing these domains, the analyst identifies domains specific to individual enterprises. Second, whatever domain includes different information types： Master information that defines structural properties, transaction information that describes events, indicators that describe performances. By crossing information domains and types the analyst identifies strategic information entities （SIE）. The method requires few definitions and is readily understood by management and users. Of course, it can be used to design new systems. Additionally, it can be used in information systems planning to assess the coverage of current systems （fill-gap analysis）. The tool enables to store high level schemas that can be mapped against real database schemas of commercial software platforms to understand their coverage.     

Child sexual abuse: an Italian perspective

The problem of child sexual abuse is a growing reality in Italy. The experience of over 200 children seen by the SVS (Soccorso Violenza Sessuale) Centre in Milan (the first Italian large-scale study) may give more information on the European situation. This study is a retrospective study based on information contained in the files of children beneath the age of 14 seen at the SVS Centre between May 1996 and May 2003, who arrived with a suspicion of child sexual abuse. Over 80% of all cases fell within the normal-aspecific category according to Adams' 2001 classification. This first Italian survey, though not based on substantiated cases but only on cases of suspected sexual abuse, supplies a perspective on a large northern European city such as Milan. Data seem similar to those published in other non-European studies, particularly as regards clinical signs observed. Thus, the results of this study, with all their limitations, start to give a perspective on the frequency and type of child population reaching this Italian center, what the scenarios are, what signs the children present and how infrequent it is to find clinical anogenital signs concerning for sexual abuse.
