Popular belief is that ownership change (from public to private) brings about improved performance. But (i) ownership displays a spectrum, not an either/or; (ii) degree of competition is conceptually and often actually independent of ownership; and (iii) so is change-of-ownership's assumed instruments for improving performance, change in managerial incentive structures and reporting structures. The article surveys the relevant theories, popular and scholarly, and develops models for testing the relationships between status change (ownership) and performance (indices of productivity, profitability etc.), and between status change and internal organizational change (indices of reorganization and of linkage), in a small number of British organizations which underwent change in recent decades. Preliminary results of one or two analyses illustrate the methods and the possibilities.  相似文献

In many political systems legislators face a fundamental trade‐off between allocating effort to constituency service and to national policy‐making activities, respectively. How do voters want their elected representatives to solve this trade‐off? This article provides new insights into this question by developing a conjoint analysis approach to estimating voters’ preferences over their legislator's effort allocation. This approach is applied in Britain, where it is found that effort allocation has a significant effect on voter evaluations of legislators, even in a political system where other legislator attributes – in particular, party affiliation – might be expected to predominate. This effect is nonlinear, with voters generally preferring a moderate balance of constituency and national policy work. Preferences over legislator effort allocation are not well‐explained by self‐interest or more broadly by instrumental considerations. They are, however, associated with voters’ local‐cosmopolitan orientation, suggesting that heuristic reasoning based on underlying social dispositions may be more important in determining preferences over representative activities.  相似文献

The creation of the new GB Commission for Equality and Human Rights invites fresh reflection on the relationship between human rights and equality. This article suggests that an account of equality that goes beyond the negative notion of anti-discrimination towards a more positive value-driven conception of equal participation offers the best chance of fruitful coalition with a human rights approach. It also argues that human rights themselves must be rescued from the perception that they are primarily about civil liberties and relevant only to matters of state security and criminal justice. It is proposed that recent developments in equality law and in the understanding of the implications of human rights principles for public service delivery provide the foundation for shared values and for a common culture that is truly democratic, deliberative and participatory. The new Commission to that extent enjoys an historic opportunity.  相似文献

This article examines the making of monetary policy in the United Kingdom between 1997 and 2008 by analysing voting behaviour in the Bank of England's Monetary Policy Committee (MPC). It provides a new set of measures for the monetary policy preferences of individual MPC members by estimating a Bayesian item response model. The article demonstrates the usefulness of these measures by comparing the ideal points of outgoing MPC members with their successors and by looking at changes over time in the median ideal point on the MPC. The analysis indicates that the British Government has been able to move the position of the median voter on the MPC through its appointments to the Committee. This highlights the importance of central bank appointments for monetary policy.  相似文献

The transition from communism to a market economy poses many important questions concerning the appropriate role for the state, and the institutional capacity for service delivery and development. Cambodia, after the turmoil of the Khmer Rouge and a decade of Vietnamese-guided communism, has opted for a market economy. This article considers some of the problems facing the Cambodian government following the UN-backed elections. It outlines the system of government at national and local level, focusing on Battambang province and district. It considers the current debate there about centralization and decentralization, and examines the problems of finance at national and local levels. The case study on water supplies in Battambang town contrasts the public provision through the provincial water enterprise with private sector and community/NGO provision. Whilst there is an urgent need to increase water supply capacity and improve quality, there are institutional constraints in relation to the various providers. The development of the capacity of the local government to manage service delivery will be crucial. © 1996 by John Wiley & Sons, Ltd.  相似文献
