What are the connections between personal risk-management and governmental responsibility toward citizens? This paper argues that governments in neoliberal societies increasingly acknowledge a responsibility to help citizens make "informed choices" in order to reduce or avoid risk. A key feature within this framework is the issuing of official governmental advice to the citizens. But such advice does not merely carry information that citizens are free to accept or decline. Rather, it also consists of a conscious effort on part of governments to construct individuals as calculating, prudent, and rational persons that know how to manage risk (to "responsibilize" them). Below I examine the practice of governmental advice as an effort of responsibilization in the case of travel warnings issued by foreign offices to international travelers.  相似文献

This paper examines the Oregon Promise, a state-level program that exclusively subsidizes in-state community college attendance. I estimate impacts using a difference-in-difference design that links students in states with essentially universal 10th-grade PSAT coverage to national-level postsecondary enrollment data. I find that the implementation of the Oregon Promise increased enrollment at two-year colleges by roughly four to five percentage points for the first two eligible cohorts. In the first year of the program, the increase in community college enrollment comes primarily from students shifting out of four-year colleges, whereas in the second year the program predominately increases overall postsecondary enrollment.  相似文献

Hispanic high school graduates have lower college completion rates than academically similar white students. As Hispanic students have been theorized to be more constrained in the college search and selection process, one potential policy lever is to increase the set of colleges to which these students apply and attend. In this paper, we investigate the impacts of the College Board's National Hispanic Recognition Program (NHRP), which recognizes the highest‐scoring 11th‐grade Hispanic students on the PSAT/NMSQT, as a mechanism of improving college choice and completion. The program not only informs students about their relative ability, but it also enables colleges to identify, recruit, and offer enrollment incentives. Overall, we find that the program has strong effects on college attendance patterns, shifting students from two‐year to four‐year institutions, as well as to colleges that are out‐of‐state and public flagships, all areas where Hispanic attendance has lagged. NHRP shifts the geographic distribution of where students earn their degree, and increases overall bachelor's completion among Hispanic students who traditionally have had lower rates of success. These results demonstrate that college outreach can have significant impacts on the enrollment choices of Hispanic students and can serve as a policy lever for colleges looking to draw academically talented students.  相似文献

This paper raises the issue of moral credibility in international relations and shows that considerations of preserving moral prestige can become crucial for armed humanitarian intervention. It contrasts realist and constructivist explanations about the causes of humanitarian intervention and demonstrates that traditional accounts do not provide a complete understanding of the phenomenon of intervention. In the case studied here, Britain engaged in a relatively costly humanitarian intervention against the Barbary pirates, slave trade in Christian Europeans due to her willingness to defy moral criticism and exhibit consistency with her professed moral principles. No material incentives and/or constraints influenced the British decision, and neither was it affected by a sense of felling, with regard to the Christian slaves. Instead, allegations that Britain urged Europe to abolish the black slave trade out of selfish interests, while at the same time turning a blind eye toward the Christian slave trade of the pirates, undermined British moral prestige and became the cause of the Barbary expedition.  相似文献

Taking the family as the rural‐to‐urban migration decision‐making unit, will the ‘expected‐income migration model’ accurately predict the level of migration? Consideration of two variables ‐ desire for leisure, and a version to risk ‐ serves to show that the expected‐income model yields a systematic downward bias in the predicted level of rural‐to‐urban migration. Likely policy implications emanating from the incorporation of these variables in the migration decision are indicated.  相似文献

It stands to reason that social unrest does not erupt out of the blue. Although there are a great many reasons why social dismay might descend into social disorder, only few yardsticks or indices can plausibly be used to gauge the potential for social unrest (PSU). If policy makers want to undertake public action to prevent social dismay escalating into social disruption, they obviously need to draw on practical sensors. This paper assesses critically the adequacy of two such measures, the polarization (P) index, and the total relative deprivation (TRD) index. The paper proposes a tentative guide to selecting between these two measures. A review of three stylized scenarios suggests that, where income redistributions reduce the number of distinct income groups, and when each group is characterized by a strong sense of within-group identity, the P index surpasses the TRD index as a basis for predicting PSU. When the within-group identification is weak, however, it is better to use the TRD index to predict PSU.  相似文献

Corporate liability regimes have two major social goals: (i) inducing corporations to internalize all social ramifications of their activity; and (ii) inducing corporations to prevent, deter, and report their employee misconduct. The scholarly polemic has shown that none of the liability regimes recognized thus far in the literature efficiently satisfies both social goals. Following a Law and Economics approach, this paper develops an innovative regime that may comprise an optimal corporate liability framework in most settings. The Compound Corporate Liability Regime developed in this paper is a two-layer strict liability regime. Under this regime, corporations that self-report their employee misconduct incur a sanction that is reduced by the variable enforcement costs saved due to their self-reporting. Such a liability framework aligns social and corporations’ interests, and thereby satisfies both social goals of corporate liability regimes.  相似文献
