Are politicians more rational decision makers than citizens? This article contributes to the ongoing debate by examining how politicians and citizens assess the fairness of the process leading to a controversial policy decision. It contains theories as to why it is tempting to match the favourability of policy decision with a fairness assessment of the preceding process, and how politicians and citizens differ in their approach to the task. Having derived three hypotheses, parallel scenario experiments are run in large samples of Swedish politicians and citizens, in which the outcome and fairness of a policy decision process are manipulated. As predicted, it is found that both politicians and citizens match the favourability of the decision with the assessment of the process, that these self-serving biases are stronger among politicians, and that policy engagement accounts for the group-level difference.  相似文献

This article has two key objectives. First, despite having been considered as a key element to favor the expansion and elaboration of the welfare state in industrial countries, bureaucrats have been largely ignored by the "New" Politics of the Welfare State. This article demonstrates that bureaucrats still matter in times of retrenchment, because they can facilitate or obstruct various phases of the policy process. The degree of independence of the bureaucracy vis-à-vis the government, the government's level of dependency and trust on public expertise, the locus of ministerial power, and political deadlocks contribute to either accentuate or decrease the influence of the bureaucracy in the retrenchment of social policies. Second, these elements are analyzed via a comparison of the pension reform processes in France and Sweden. This article argues that the French bureaucracy, despite its high degree of centralization and powers, has been far less successful than its Swedish counterpart. The Swedish institutional structure, the predominance of social ministries in pension affairs, and the trust given to an independent agency account for this puzzling outcome.  相似文献

There is limited empirical research on the extent to which politicized recruitment of ministerial advisers affects the quality of the policy process. In this article we take a novel step by looking at two possible consequences of increased political recruitment for the policy process: administrative politicization and contestability. We deploy a Most Similar Systems comparison of Denmark and Sweden and include survey answers from 657 civil servants in managerial positions. We find that political recruitment of top civil servants, such as Swedish state secretaries, restricts the access of the civil service to the minister, but it does not substantially politicize the policy process. Danish civil servants perceive themselves as more contested by the relatively few Danish political advisers than their Swedish colleagues. Our results imply that the organization of political advice is a crucial factor for politicization and contestability  相似文献

What determines countries’ successful transition to democracy? This article explores the impact of granting civil rights in authoritarian regimes and especially the gendered aspect of this process. It argues that both men's and women's liberal rights are essential conditions for democratisation to take place: providing both women and men rights reduces an inequality that affects half of the population, thus increasing the costs of repression and enabling the formation of women's organising – historically important to spark protests in initial phases of democratisation. This argument is tested empirically using data that cover 173 countries over the years 1900–2012 and contain more nuanced measures than commonly used. Through novel sequence analysis methods, the results suggest that in order to gain electoral democracy a country first needs to furnish civil liberties to both women and men.  相似文献

It has been a general finding across Europe that very few job matches are facilitated by public employment services (PES).The article explains this failure by highlighting the existence of a double‐sided asymmetric information problem on the labour market. It is argued that although a PES potentially reduces search costs, both employers and employees have strong incentives not to use PES. The reason is that employers try to avoid the ‘worst’ employees, and employees try to avoid the ‘worst’ employers. Therefore these services get caught in a low‐end equilibrium that is almost impossible to escape. The mechanisms leading to this low‐end equilibrium are illustrated by means of qualitative interviews with 40 private employers in six European countries.  相似文献
