Abstract This paper examines social representation in the European Parliament using a model which uses the demand, the supply and the structure of opportunities as factors explaining differential recruitment. Analysis of the experiences of candidates suggest that supply–side factors proved more strongly related to candidates gaining winnable seats than demand–side factors. Results also confirm the importance of institutional structures in widening or narrowing opportunities, and suggest the European Parliament will remain social unrepresentative in the foreseeable future, a characteristic that serves only to add to the already considerable problems of legitimacy in the European Union.  相似文献

Individual scholars and their departments are increasingly judged according to the alleged 'quality' of the academic journals in which they publish. This article is the first systematic attempt to measure the reputation of political science journals and is designed for comparison with American academics' evaluations. It explores academics' criteria for judging journals, the consensus of judgement on any one journal across different criteria. and the range of evaluations between different journals. A relatively strong consensus is found among academic political scientists about the relative quality of political science journals. Nevertheless the order of the ranking depends, in part, on the measure adopted. Ranking by impact scores supports the consensus theory, while the rankings by quality lend some weight to the pluralist argument that specialist journals can be highly rated by small groups of experts while having little impact in the profession as a whole. Striking contrasts between the British and American political science communities are revealed.  相似文献

Since the end of the Cold War, security studies have broadened to take into account a wide range of non‐military threats ranging from poverty to environmental concerns rather than just national defence. Security scholars, backed by international organizations and a growing number of national governments, have developed the concept of ‘human security’, focusing on the welfare of ordinary people against a broad range of threats. This has aroused vigorous debate. The first part of this article proposes an analytical model of human security. The second part argues that it is important to measure how ordinary people perceive risks, moving beyond state‐centric notions of human security. New evidence is examined that draws upon survey items specially designed to monitor perceptions of human security, included for the first time in the sixth wave of the World Values Survey (WVS), with fieldwork conducted in 2010–12. The third part demonstrates that people distinguish three dimensions – national, community and personal security – and then explores some structural determinants driving these perceptions. The fourth part discusses why perceptions of human security matter, particularly for explaining cultural values and value change around the world. The conclusion argues that the shift from a narrow focus on military security toward the broader concept of human security is a natural response to the changing challenges facing developed societies, in which the cost‐benefit ratio concerning war has become negative and cultural changes have made war less acceptable. In this setting, valid measures of perceptions of human security have become essential, both to understand the determinants of the concept among ordinary people and to analyze their consequences.  相似文献

The entry of the 1997 cohort of Labour women into public life offers a test case of whether, and under what conditions, women politicians have the capacity to 'make a substantive difference'. We outlines the theory of the politics of presence and discuss how to operationalise this in a testable model. We, use the British Representation Study survey of 1,000 national politicians (including parliamentary candidates and elected Members of Parliament) conducted in the 2001 general election. The analysis centres on the impact of gender on five scales measuring attitudes and values on issues that commonly divide British party politics.
Once we control for party, there are no significant differences among women and men politicians across the value scales concerning the free market economy, Europe, and moral traditionalism. Yet on the values most directly related to women's interests – namely the affirmative action and the gender equality scales – women and men politicians differ significantly within each party, even after controlling for other common social background variables that explain attitudes, such as their age, education, and income. The conclusion considers why these findings matter for the composition of parliament, the public policy agenda and for women's roles as political leaders.  相似文献

Abstract

China’s aid is frequently portrayed as a challenger to established Overseas Development Assistance (ODA) norms, but it is unclear when the distinct ‘Chinese-model’ of aid emerged and how it has evolved over time. Using new historical data on Chinese aid in Africa and the case of Ethiopia, we have three main findings. First, China developed a distinct model of mixing ODA-like aid and commercial forms of economic engagement only after the mid-1990s, reflecting institutional reforms for allocating and managing foreign official finance. Second, social sectors have played a much greater role in China’s aid programme than is commonly perceived. Finally, Chinese aid to productive sectors has changed substantially whereas in social sectors it is relatively consistent.  相似文献

British legislators face overloaded schedules with conflicting priorities: the puzzle is to explain why they devote so much of their time to constituency service. This paper aims to compare the incentives facing members due to their career structures, role orientations, social backgrounds and constituency demands. This paper re‐examines these explanations based on the British Candidate Survey and personal interviews with MPs in the 1992 British general election.  相似文献
