Rail safety has emerged as a significant issue in the past two years as a result of two major factors: a statistical lack of improvement in rail safety in the past decade, and a catalytic event in the form of a major derailment involving loss of life at Graniteville, South Carolina, in January 2005. The convergence of long-term leveling of rail safety indicators and the shock of a major rail accident prompted the Senate Appropriations Committee to ask the Government Accountability Office to assess the oversight role of the Federal Railroad Administration, the modal agency of the U.S. Department of Transportation charged with overseeing rail safety. The report is a reminder of the continuing importance of regulatory activities and the general movement in federal management toward greater use of data and performance measures since the Government Performance and Results Act of 1993. 相似文献

Intermodalism is widely viewed as a promising recent development in transportation. This article examines the role played by railroads in intermodal freight transportation and the framework of public policies around whic intermodal freight movement has evolved. Intermodalism emerged because of technological, organizational, and public policy developments that contributed to its rapid growth. Deregulation of the rail industry since 1980 has led to significant restructuring through mergers and direct contracts between railroads and customers. As intermodal shipments become more important to the overall transportation system in the United States, attention will need to be given to ways in which intermodal concerns are addressed in surface transportation programs. 相似文献

Associations of public officials have been an important element of public professionalism in the United States since the reform era. This paper examines the ways in which associations of public officials are helping to redefine public professionalism. The focus on the paper is on the promotion of professionalism by association activities, the sense of professional identity fostered by association involvement, and the ways in which associations integrate issues of policy, management, and professional expertise to contribute to the development of true public professionalism. The paper examines ways that professional/specialist and political/generalist associations are converging on issues of policy, strategic thinking, and role effectiveness. 相似文献

Technical librarianship and information work emerged as a new scientific career in interwar Britain and rapidly became one of the few types of professional industrial employment that was routinely open to both women and men. Drawing on a range of sources, including the records of professional organisations, industrial firms and individual practitioners, this article uses a study of the patterns and practices surrounding women's work in technical libraries and information bureaux to illuminate the ways in which ideas about gender shaped their early non-manual employment in industry. It argues that the hybrid and ambiguously gendered nature of the work involved, which spanned scientific research, librarianship and clerical work, opened up the field to female science graduates but frequently left them confined to those posts which did not confer full recognition of their status as scientists and offered few prospects for career progression. Nevertheless, within these limitations a striking number of women were able to carve out responsible, even pioneering, careers. They did so chiefly as technical librarians who, although usually expected to relinquish any pretensions to equal status alongside their scientific colleagues, could claim distinctive knowledge and expertise within an industrial organisation. 相似文献
