AbstractThis article disputes explanations of American expansionism that are based on the requirements of national security or more abstract theories such as the balance of power. In contradistinction to the imperatives of defence and survival, the article shows how civilisational factors weighed heavily on the emergence of US grand strategy at the turn of the nineteenth century. In particular assumptions about the peoples of the Third World being lesser played an important role in the conception and legitimation of imperial expansion. During this period, the US Navy went through a dramatic build-up. The article shows the ways in which the worldviews of many of the key players (such as Alfred Mahan and Theodore Roosevelt) contributed to the militarisation of global racism, a development that led to widespread killing in the Philippines and elsewhere. 相似文献

This paper investigates the choice of an interestgroup between lobbying (``words'') and pressure(``actions'') in order to influence a policymaker. Both lobbying and pressure are modeled asstrategic means of transmitting information that isrelevant to the policymaker. However, only pressure isdirectly costly to the policymaker. The interactionbetween the interest group and the policymaker isframed as a repeated signaling game. In equilibriumpressure – in contrast to lobbying – only occurswhen the interest group's reputation is sufficientlylow, and always improves its reputation. It is shownthat (repeated) lobbying cannot completely substitutefor pressure, and that the interest group may beforced to sustain its reputation through lobbying. Scientific and technological change will intensify over the next two decades, profoundly affecting the global economy and the environment, as well as demographic trends and political and security structures in most parts of the world. An unintended consequence may be an exponential rise in human exposure to disasters and emergencies. Such humanitarian crises may, in no small part, be due to planners’ inability to anticipate potential hazards and to appreciate their significance, and to decision-makers’ inability to reconcile competing demands for resources. This article suggests that most disasters and emergencies are the result of an individual and institutional failure to respond effectively to change, new information and contending interests. It explores various psychosocial approaches to individual and group dynamics, and utilises a range of organisational and political-science models to evaluate potential constraints on adaptive capacities. Ultimately, it proposes a five-point strategy to assist both policy-planners and decision-makers in thinking in a more ‘non-linear’ fashion and in being more responsive to the direction and implications of change. 相似文献

Both desistance research and strengths-based approaches to offender rehabilitation suggest that attempts to reduce sex offender recidivism should attend to an offender's release environment. Recent research has demonstrated that better quality release planning is associated with reduced recidivism; however, whether release planning contributes significant incremental validity in predicting recidivism over and above static and dynamic risk factors is unclear. In the present study, release planning was retrospectively assessed for a sample of child molesters (n = 196) who had been released into the community following completion of a prison-based treatment program and its relative contribution to recidivism risk prediction was investigated. The average follow-up period was 11.08 years, during which 13.3% of the sample were convicted of a new sexual offence. Hierarchical Cox regression analyses showed that release planning contributed additional predictive validity for sexual recidivism after controlling for static and dynamic risk factors. Findings suggest that assessment of release planning might improve accuracy of sex offender risk assessments and that improved release planning should contribute to reductions in recidivism. 相似文献
