This article examines the problem of extending access to potable water through conventionally controlled government services and describes the roles of non-governmental organizations and community management associations in improving service delivery and maintaining local water systems. Six sets of factors that are crucial to the success of community management are identified: adequate incentives, sufficient skills and resources, appropriate processes for water systems operations and maintenance, effective interorganizational relationships, appropriate technology, and effective systems of monitoring, evaluation and feedback. The components that must be taken into consideration in designing and implementing programmes for decentralizing water supply systems through community management are set out.  相似文献

In nearly all Asian countries services available to rural populations are inadequate and inappropriate. Improvement is crucial not only to fulfilling basic human needs, but for raising productivity and generating more broadly based economic development. This article reviews the types of obstacles in the way of improving service delivery, and assesses the strengths and weaknesses of the major institutional arrangements for delivering services. In the light of this review the article identifies four issues of major importance, first, the priority to be given to providing social and productive services; second, the most appropriate approach to delivering social and productive services; third, how to finance social services more effectively; and finally what alternative means there are of improving the administration of services. This article follows on from Part I which presented a comparative review of service needs in Asian countries.  相似文献

Over the next decade, the demographic and economic characteristics of countries to which the United States government provides technical and financial assistance for economic development will change substantially. Rapid urban population growth, the expanding role of cities and towns in national economies, continued migration of population from rural to urban areas, explosive growth in the size of the labor force, and shifts in the occupations of the labor force from agriculture to manufacturing and ser- vices will require a reorientation of American development assistance. Yet, program objectives and budget allocations of the U.S. foreign aid program fail to reflect these changes in the characteristics of its clientele. The US. Agency for International Development lacks an overt strategy for coping with urbanization in developing nations. Without an urban strategy, the American foreign aid program is likely to incur increasing opportunity costs and fail to address critical problems arising from fundamental shifts in the economic and social structure of developing countries.  相似文献

Governments in developing countries will face serious problems in extending basic social services, public facilities and infrastructure for their rapidly growing urban populations during the next decade. The steadily increasing concentration of the poor in cities will exacerbate already severe strains on urban services. Innovative solutions will be needed to meet the growing demands for urban services. In addition to expanding national and municipal efforts, governments in developing countries must also explore alternative policies and organizational arrangements for meeting the basic needs of their urban population. Among the potential alternatives are: using market surrogates to improve service delivery; lowering the costs of service provision through changes in regulations and controls on urban development; actively supporting self-help and service upgrading schemes by the poor; promoting public-private co-operation and private sector participation in service delivery; increasing effective demand for services by promoting employment and higher incomes; and enacting and implementing policies that attempt to redistribute migration to small and intermediate-sized cities. Each alternative has advantages and limitations that planners and policy-makers must take into consideration in forging effective urban development strategies.  相似文献

The structural adjustment policies of international development organizations have been undermined in many developing countries by weaknesses in administrative capacity to manage economic reforms. If economic reform policies are to be implemented more effectively in the future, international organizations must take a broader view of the development process and assess more carefully the administrative and political capacity of the state to guide the decisions of public and private organizations toward development goals in four policy arenas. The experience of developing countries that were more successful at economic and social development during the 1970s and early 1980s, indicates the characteristics of development administration that policy analysts must assess in order to determine governments' capacity to implement economic reform policies effectively.  相似文献

Projects have become an important instrument of international assistance and of development administration because they seem to offer major advantages over other forms of planning and management. But projects have also come under increasing criticism in recent years. The benefits they offer to various interests involved in development ensure, however, that they are unlikely to be abandoned or to diminish in importance in the near future. Thus, ways must be found to make them more flexible and responsive methods of planning and managing social and human development activities. This can be done by planning, appraising and implementing projects as policy experiments, making their design and administration more learning-oriented, and using them as instruments of strategic planning and management.  相似文献

Questions concerning the distribution of income and wealth, and access to services have attracted increased attention during the 1970s to complement the earlier emphasis on the promotion of macro-economic development. This article provides a comparative review of service needs in Asia. It presents an inventory of the types of services provided by, or through, government, and assesses their adequacy for rural development. It explores problems with mobilizing resources and delivering services, and it identifies arrangements that appear most effective. The article emphasizes the problem of extending the coverage, and increasing the quality, of social and productive support services for vast rural populations and it stresses that more appropriate ways must be found of delivering services that are needed. A second article, to appear in the next number of Public Administration and Development, reviews ways of improving the capacity of governments and local communities to provide services needed by rural populations.  相似文献

The impact of national economic planning in developing countries over the past three decades has been severely limited. Little evidence supports the contention that it has either directly improved investment decisions for stimulating economic growth or significantly affected development policymaking. Constraints on implementing national planning in Asia include weaknesses of political and administrative support for national plans, deficiencies in their content, difficulties of relating plan priorities to investment decisionmaking, ineffectiveness or inappropriateness of comprehensive planning methods and techniques, and inadequate administrative capacity to implement and evaluate multisectoral investment strategies. Changes in Asian development policy toward growth with equity imply the need for more decentralized methods and arrangements for planning, creation of a stronger relationship between policy planning and program implementation, and diffusion of administrative capacity among a wide variety of public and private institutions to generate, formulate and implement investment policies and projects.  相似文献
