A measure of waste from the competitive rent-seeking activity of special interest groups in federal, state and local budgets was calculated over the period 1900–88. This period in U.S. fiscal history is characterized by constitutional changes that have made for more transparency in governmental fiscal activities and for greater diffusion of taxes. The XVI Amendment to the Constitution created the progressive individual income tax (the corporate income tax was judged to be an excise tax in 1909 and passed the test of constitutionality). High marginal tax rates are a justification for a high average level of taxation. The Full Employment Act of 1946 insitutionalized government deficits as a means of meeting a political objective. As a result, opportunities for rent-seeking through budgetary reallocations rose in the United States. In the first two decades of the 20th century, waste at all levels of government represented about 10 percent of incremental national output. Today, waste is three times that amount.The transparency and diffusion of taxes are highest at the federal level and least at the local level. Rent-seeking through budgetary reallocation has followed the public purse. One explanation for the observed centralization of government in the 20th century may be that opportunities to concentrate benefits and diffuse taxes are highest at the federal level.  相似文献

In this article we examine the impact of devolution on electoralpolitics in Scotland and Wales. After reviewing the electoralhistory of the two territories, we set out the result for the1999 and 2003 devolved elections, noting the substantial differencesbetween voting patterns in these elections from those for theUK parliament. We then go on to consider the main reasons whyvoting patterns differ across the two types of poll. The paperconcludes by summarizing the main findings and then consideringboth the implications of the findings for future devolved electionsand the potential contribution of the study of such electionsto broader theories of voting behavior.  相似文献

Family law professionals should be proactive in seeking and implementing constructive reforms. We identify some successful cutting‐edge reforms: (1) family resource centers, where all kinds of needs can be met; (2) informal family law trials, which streamline clogged calendars and provide an empowering and efficient forum; (3) licensed legal technicians, who increase public access to legal services; and (4) unbundled family law services. Second, we outline a protocol for implementation of reform developed by the Oregon Task Force on Family Law which is effective and replicable. Thoughtful reform of dispute resolution processes will serve family health and promote peace.

In the 1975 referendum England provided the strongest support for European integration, with a much smaller margin for membership in Scotland and Northern Ireland. By 2015 the rank order of ‘national’ attitudes to European integration had reversed. Now, England is the UK's most eurosceptic nation and may vote ‘Leave’, while Scotland seems set to generate a clear margin for ‘Remain’. The UK as a whole is a Brexit marginal. To understand the campaign, we need to make sense of the dynamics of public attitudes in each nation. We take an ‘archaeological’ approach to a limited evidence‐base, to trace the development of attitudes to Europe in England since 1975. We find evidence of a link between English nationalism and euroscepticism. Whatever the result in 2016, contrasting outcomes in England and Scotland will exacerbate tensions in the UK's territorial constitution and could lead to the break‐up of Britain.  相似文献

Wales provides a notable exception to the contemporary academic consensus that electoral behaviour is best studied via choice-based approaches. In Wales, the orthodoxy remains that of the Three-Wales Model, an approach formulated in the 1980s which saw voting behaviour as defined by class, language and national identity. This article submits the Three-Wales Model to detailed scrutiny for the first time. The model is argued to have been constructed on a very narrow theoretical basis, and on flawed measurements. Most importantly, however, the Three-Wales Model is shown to have little empirical leverage on voting behaviour in Wales – either for the period when it was formulated or for more recent elections. Factors associated with ‘valence politics’ theories are shown to provide far greater insight into voting behaviour in contemporary Wales.  相似文献

An endogenous model of constitutional changes and economic growth links the temporal decline in private market returns when technology is constant with the returns to rule changes realized in a political market. There is a steady state constitutional setting in which all rule changes have been incorporated that is analytically equivalent to the neoclassical steady state. As in the neoclassical model, private-sector technological progress postpones the steady state. To the extent the original constitutional setting promotes innovation, the evolutionary process toward the steady state is delayed. The model yields a theory of revolution based on forces leading to the adoption of inefficient changes in the constitutional setting.  相似文献

The dispossession of agricultural producers from the land has long been considered a condition of successful capitalist development. The main contention of this paper is that such dispossession has in fact become the source of major developmental handicaps for at least some and possibly many countries of the global South. We develop our argument by focusing on the South(ern) African experience as a paradigmatic outlier case of accumulation by dispossession—that is, as one of its extreme instances capable of highlighting in almost ideo-typical fashion its nature and limits. After reconstructing interpretations of capitalist development in Southern Africa that in the early 1970s established the region as a paradigm of accumulation by dispossession, we discuss how useful these interpretations are for understanding the more recent developmental trajectory of South Africa. We then suggest ways in which these interpretations from the 1970s should be reformulated in light of subsequent developments. We conclude by briefly examining the theoretical and policy implications of the analysis.  相似文献
