Examining constitutional and political developments since the Second World War, this article shows that Finland has moved from a system dominated by the president toward a normal parliamentary democracy. Government formation is now based on partisan negotiations and the president is almost completely excluded from the policy process in domestic matters. The chain of delegation from the voters to the civil servants is thus now simpler than before and subject to fewer external constraints. In fact, Finland is probably the only West European country where parliamentary democracy has become less constrained since the 1980s. Leadership by presidents has effectively been replaced with leadership by strong majority governments, which have ruled, without much effective opposition, since the early 1980s. The stronger role of parties in shaping public policy stands in contrast to the weakening of the parties among the electorate. The ability of political parties to effectively align preferences is increasingly in doubt, as indicated by the transforming cleavage structure, lower turnout and declining party membership.  相似文献

The Dr?ger 7110 MK III FIN Evidential breath analyzer is classified as a quantitative analyzer capable to provide sufficient evidence for establishing legal intoxication. The purpose of this study was to evaluate ethanol specificity of this instrument in the presence of other solvents. Effects of eight possible interfering compounds on ethanol analysis were determined in a procedure simulating a human breathing. Most of the compounds studied had either a negligible effect on ethanol analysis (acetone, methyl ethyl ketone, and methyl isobutyl ketone) or were detected in very low concentrations before influencing ethanol readings (methanol, ethyl acetate, and diethyl ether). However, 1-propanol and 2-propanol increased the ethanol readings significantly. Thus, Dr?ger ethanol readings should be interpreted carefully in the presence of propanol.  相似文献

Neurocognitive deficits and psychiatric disorders are often brought up as risk factors of recidivism. In this study, we investigated how neurocognitive and academic deficits and psychiatric disorders (including substance dependence) are associated with criminal recidivism and prison career among male offenders. In a health survey of Finnish prisoners, 72 sentenced male prisoners were examined in Turku prison using a neurocognitive test battery and psychiatric assessment including a standardized psychiatric interview (SCID-I, II). The neurocognitive and academic tests were chosen to assess domains of cognitive functioning and reading, spelling and mathematical skills. Our results showed that the combination of neurocognitive deficits and substance dependence was connected to recidivism. Axis I diagnosis (major mental disorders) and substance dependence were connected with neurocognitive and academic deficits. Moreover, first-time offenders had fewer neurocognitive deficits and Axis I disorders, less substance dependence and fewer personality disorders than those with several convictions. Rehabilitation of cognitive functions and academic skills, along with intervention for mental health problems and substance dependence could help to prevent the unfavourable circle of criminal career.  相似文献

If even the minister participating in the meeting of the Council of Ministers does not know the agenda of the day, not to say anything of whether the minister has all relevant documents available, how can anyone imagine that the Parliament could influence the decisions?

The Finnish Ex‐EU minister Mr Pertti Salolainen (Cons).1

The article gives a presentation of the Finnish Parliament's early adaptation to EU membership. Our main argument is that the Finnish Eduskunta is stronger that the other national parliaments with respect to dealing with EU issues, because the Eduskunta is pro‐active and because the whole Parliament, all standing committees included, is involved in the preparation of Finnish national EU policies before decisions are taken in the Council of Ministers. The Finnish Parliament is thus in a strong position to influence in advance, on an established routine basis, the position of the Finnish representative in the Council of Ministers. We also point out some practical and informational problems, and analyse the main procedural and organisational reforms inside the Eduskunta. Utilising interviews with the party functionaries in the Eduskunta, the article ends with a discussion on the main problems facing the Finnish parliamentarians, a way forward and some conclusions.  相似文献

At the beginning of the 1950s, the prisoner rate in Finland was four times higher than in the other Nordic countries and among the highest in Europe. However, the steady decrease that started soon after the Second World War has continued, and in the beginning of the 1990s Finland reached the Nordic level. The paper discusses some backgound factors behind this ''success story''. In addition, the paper examines the relation of prisoner rates and recorded crime. A comparison between the Nordic countries reveals that the major crime trends have been practically similar despite striking differpractices ences in the use of imprisonment. As concluded in the paper, the decrease in the prison population is one of the major victories of Finnish crime policy.  相似文献

Abstract

It is customary to argue that foreign policy is very much dominated by the executive, with parliaments wielding limited influence. However, with the exception of the US Congress, legislative?executive relations in the realm of foreign and security policy have attracted remarkably little scholarly attention. Drawing on a principal?agent framework, this collection scrutinises the conventional wisdom of ‘executive autonomy’ in foreign affairs, indicating that even though parliaments have arguably become more involved in foreign and security policy over time, any notions of parliamentarisation need to be treated with caution. While expectations of consensus in the name of the national interest continue to play an important role in foreign policy decision-making, the papers highlight the role of party-political contestation structuring parliamentary debates and votes in this increasingly politicised issue area. This introductory paper introduces the analytical framework and hypotheses guiding the contributions in this collection, summarises their main findings and suggests avenues for future research.  相似文献

Membership in the European Union (EU) has introduced a new significant cleavage to the Finnish political system. The membership referendum held in 1994 showed that most parties were internally divided over integration. This article analyses the positions of Finnish parties on European integration. The empirical material consists primarily of party documents issued up to June 1998. Particular attention is paid to party positions on the future development of the EU. The analysis highlights the elite‐led nature of intra‐party opinion formation on integration, and argues that EU issues have the potential of destabilising the Finnish party system.  相似文献

The study aim was to evaluate the feasibility of a Fourier-transformed infrared (FT-IR) analyzer for out-of-laboratory use by screening the exhalations of inebriated individuals, and to determine analysis quality using common breath components and solvents. Each of the 35 inebriated participants gave an acceptable sample. Because of the metabolism of 2-propanol, the subjects exhaled high concentrations of acetone in addition to ethanol. Other volatile ingredients of technical ethanol products (methyl ethyl ketone, methyl isobutyl ketone, and 2-propanol) were also detected. The lower limits of quantification for the analyzed components ranged from 1.7 to 12 microg/L in simulated breath samples. The bias was +/-2% for ethanol and -11% for methanol. Within-day and between-day coefficients of variation were <1% for ethanol and <4% for methanol. The bias of ethanol and methanol analyses due to coexisting solvents ranged from -0.8 to +2.2% and from -5.6 to +2.9%, respectively. The FT-IR method proved suitable for use outside the laboratory and fulfilled the quality criteria for analysis of solvents in breath.  相似文献
