Economic Considerations and Reagan's New Federalism Swap Proposals

Upon coming to office, President Ronald Reagan proposed a numberof programs collectively referred to as the New Federalism.These programs were designed to alleviate some of the problemswhich the president saw as plaguing the intergovernmental systemand to accomplish Reagan's goal of decentralizing authority.One of the most highly publicized and debated— indeed,probably the most controversial—aspect of the President'sNew Federalism package was the "Big Swap" plan. Both versionsof this plan, however, were bad deals for the states and theircommunities, and it would appear that several interrelated economicconcerns played a role in the opposition of many state and localofficials to these proposals. To demonstrate just how bad theseproposals were, the article documents the effect that inflationand recession had had on the fiscal health of state and localgovernments, and the projected impact that these plans wouldhave had on state and local revenue and tax systems.

New frontiers: an enriched perspective on extraction frontiers in Indonesia

Changes in the nature, scale, and speed of natural resource extraction, especially in the last two decades, have resulted in many new resource extraction areas emerging across the world. By zooming in on Indonesia, this article shows that the underlying causes and consequences of current trends are more complex than portrayed by the rancher-squatter model of frontiers that is still frequently used to explain these developments. We argue that a broadened frontier notion is necessary to address the multifaceted nature of the processes underway in contemporary Indonesian extraction areas, as well as beyond. We propose a perspective that pays explicit attention to four new developments that can be described by using the hybridization of space, time, actors, and rules, and are characterized by the fact that these processes create new perimeters in all four mentioned areas. In so doing, we challenge, broaden, and renew the meaning of frontiers.     

Anxiety Trajectories and Identity Development in Adolescence: A Five-wave Longitudinal Study

The aim of this five-wave longitudinal study was to investigate the relationship between anxiety and adolescent identity development. Participants were 1,313 adolescents who annually completed measures of anxiety and identity. Growth Mixture Modeling (GMM) analyses demonstrated that the adolescent population was best typified by two latent growth trajectory classes: a low anxiety class (n = 1,199) characterized by a low initial level of anxiety that decreased over time and a high anxiety class (n = 114) characterized by a higher initial level of anxiety that increased over time. To answer our research question, we tested a model in which the anxiety classes predicted initial levels and rates of change of three identity dimensions: commitment, in-depth exploration, and reconsideration of commitment. Findings indicated that the high anxiety adolescents displayed a more troublesome identity development than their low anxiety peers, since their commitments became weaker with age, and they reconsidered them intensively.

The Victims’ Directive and What Victims Want From Restorative Justice

Following fierce campaigning by victims’ groups, the European Commission has entered into a process of legislative and policy reforms with the aim of repositioning the victim in criminal proceedings. By November 2015, member states will need to have demonstrated that they have modified their domestic laws to give effect to the Directive 2012/29/EU establishing minimum standards on the rights, support, and protection of victims of crime. For the first time, restorative justice is explicitly regulated at EU legal level, as the Directive aims to establish a baseline for its safe implementation across member states. With this EU-wide policy backdrop and using original data, the article posits evidence-based recommendations for the implementation of the Directive. The research was carried out in 2013–14 as part of the “Restorative Justice in Europe” project co-financed by the European Commission. The research took place in the United Kingdom and combined desk research and qualitative research strategies with victims, while it triangulated its findings with follow-up surveys with offenders and professionals.     

Characterizing the Self-System over Time in Adolescence: Internal Structure and Associations with Internalizing Symptoms

The longitudinal effects among self and identity processes, and between these processes and internalizing symptoms, are not well understood. As a result, the present study was designed to ascertain the over-time effects among identity commitment, reconsideration of commitments, and self-concept clarity, as well as to map the interplay of these self and identity processes with anxiety and depressive symptoms in early adolescence. A sample of 923 Dutch adolescents (mean age 12.4 years at Time 1; 49.3% female) participated at each of five annual assessments. Multivariate growth curve and cross-lagged panel models indicated that the association between self-concept clarity and commitment was bidirectional, that reconsideration occurs based on problems or dissatisfaction with self-concept clarity and with identity commitments, and that self-concept clarity (but not commitment or reconsideration) temporally precedes depressive and anxiety symptoms. Results are discussed in terms of the structure of the self-system and its associations with internalizing symptoms.     

Knowing the past to understand the present - issues in the contracting for cloud based services

This article builds on our previous introductory article to cloud computing ([2009] 25 CLSR 270-274) and seeks to explain how cloud computing has evolved. We then discuss how this evolution impacts on key contractual and legal considerations and how the treatment of these considerations might differ from their treatment in traditional IT supply agreements.
