Alcohol,Policy and Politics in Kazakhstan

Alcohol consumption in post-communist Kazakhstan remains at high levels and episodic heavy drinking, characteristic of the spirits-drinking regions of the former USSR, is still the national drinking style. Reported levels of alcohol-related harm are rising but assessment of trends in levels of consumption and harm is hindered by the disruption to data collection in the post-independence period and the continuing poor availability of public information. There is evidence however that changes in the republic's ethnic profile are connected with a downward trend in overall consumption rates, though changes in lifestyles may be leading to more drinking amongst women and young people. The numbers undergoing treatment for alcohol problems are greater than ever before. Alcohol problems are still perceived as entrenched and non-urgent, but in the present climate of greater stability and prosperity they are beginning to attract more attention from government. Underlying policy trends will depend on the overall direction of Kazakhstan's political and cultural development. This article assesses drinking patterns and related problems in Kazakhstan, and examines government responses and policies. The article is based on documentary research, visits to organisations and interviews.     

A Defence of Sceptical Authoritarianism

Vittorio Bufacchi argued in this journal that democracy was under threat from two extreme philosophical positions: totalitarianism and nihilism. Sandwiched between these polarities is liberal democracy. Bufacchi believes that one of liberal democracy's distinctive properties is an endorsement of scepticism, which he then attempts to illuminate. In contrast, this article will argue that an authoritarian government bound by a constitution permitting civil liberties might also adopt political scepticism. This removes the aforementioned distinctiveness of liberal democracy in this regard and, in addition, leads us toward a rethinking of the possibility of a more plausible consideration of democracy.     

Is Fair Trade a fair deal?

Globalization contributes to a more interconnected global economy. This gives rise to greater challenges to providing a theory of global justice that can account for increasing complexities. Nicole Hassoun defends a powerful and distinctive contribution that claims that coercive institutions in the global order must secure sufficient autonomy to be legitimate because they are coercive. Fair Trade strategies are an illustration of a policy proposal for how globalization can be transformed into global justice. This article examines the issue of how much autonomy is ‘sufficient’ and whether a resource-based solution, like Fair Trade, is likely to contribute to that project. It is argued that the threshold for sufficient autonomy is too imprecise and much more than Fair Trade policies is required if global trade is to become a fairer deal for all.     

Insanity, methamphetamine and psychiatric expertise in New Zealand courtrooms

The use of methamphetamine in New Zealand has increased significantly over the last decade. Due to the potential of methamphetamine to induce, exacerbate and precipitate psychotic symptoms, this drug has also taken centre stage in several criminal trials considering the sanity of defendants. Highly publicised and often involving contested expert evidence, these criminal trials have illustrated the limits of using psychiatric expertise to answer legal questions. This article considers the implications of such cases in light of material from a qualitative study that aimed to generate insights into the difficulties forensic psychiatrists and their instructing lawyers face when providing expert evidence on the relationship between methamphetamine, psychosis and insanity. It reports material from 31 in-depth interviews with lawyers and forensic psychiatrists and observation of one criminal trial that considered the relationship between methamphetamine and legal insanity. The findings are correlated with the clinical and medico-legal literature on the topic and subjected to scrutiny through the lens of "sanism". The article concludes that the continued use of forensic psychiatry to meet the legal objectives of insanity, where methamphetamine is involved, has the potential to reinforce sanist attitudes and practices.     

The unconscious structured like a language

This article treats Jacques Lacan's reading of the Freudian unconscious, and inspects his transposition of the structuralist linguistics of De Saussure and Jakobson. A specific dream is analysed, and in the course of the analysis, various aspects of Freud's concepts are considered (thing presentation/word presentation; primal repression/repression proper etc.) The problem of the narcissistic construction of the ego is only treated in passing, although it is implicit in the general argument and in the question of any chain whatsoever that might operate as ‘linguistic’ in the unconscious. The Lévi-Straussian derivation of the concept of ‘The Symbolic Order’ is stated, and its universal applicability questioned.     

Cross-pressured economic voting in America: The 1984 election

Prior work on U.S. presidential elections has concluded consistently that voter evaluations of national economic conditions have had a greater impact on electoral outcomes than have perceptions of personal economic situations. Utilizing data from the 1984 National Election Study, we find confirmatory evidence for such a pattern. A more disaggreated examination of voters and their economic perceptions for that year, however, reveals some important refinements of earlier findings. Specifically, there is a sizable minority for whom personal economic conditions appear to matter more. Further, the role of noneconomic issue voting in distinguishing economic groups, a topic which has been largely ignored up to this point, is found to be quite pronounced — overriding, in several instances, the influence even of partisan and economic predispositions.
