This paper describes an effort to develop a clinical tool for the continuous monitoring of risk for violence in forensic mental health clients who have left their institutions and who are dwelling in the community on a conditional release basis. The model is called Structured Outcome Assessment and Community Risk Monitoring (SORM). The SORM consists of 30 dynamic factors and each factor in SORM is assessed in two ways: The current absence, presence or partial och intermittent presence of the factors, which is an actuarial (systematized and 'objective') assessment. Secondly, the risk effect, i.e. whether the presence/absence of factors currently increases, decreases or is perceived as unrelated to violence risk, is a clinical (or impressionistic) assessment. Thus, the factors considered via the SORM can be coded as risk factors or protective factors (or as factors unimportant to risk of violence) depending on circumstances that apply in the individual case. Further, the SORM has a built-in module for gathering idiographical information about risk-affecting contextual factors. The use of the SORM and its potential as a risk monitoring instrument is illustrated via preliminary data and case vignettes from an ongoing multicenter project. In this research project, patients leaving any of the 9 participating forensic hospitals in Sweden is assessed at release on a variety of static background factors, and the SORM is then administered every 30 days for 2 years.  相似文献

Public-goods dilemmas are characterized by conflicts between self-interest and the welfare of a group or society at large. Research has identified several factors that enhance cooperation in such dilemmas. However, less is known about how concern for distributive justice affects willingness to contribute in asymmetric public-goods dilemmas. To test the hypothesis that contributions to a common resource is related to perceived fairness, experiments were performed to investigate willingness to pay to the social service of child care in hypothetical societies. Experiment 1 aimed at replicating a previous survey study (Biel et al., 1997). Experiments 2 and 3 were extensions. In all three experiments subjects were asked to indicate how fair they considered different distributions of the quality of child care provided by their municipality. These distributions corresponded to the principles of equality, equity, and need. University students (32, 48, and 32 in the three experiments, respectively) served as subjects. Ratings of perceived fairness were positively related to willingness to pay. Other factors also positively related to willingness to pay included ability to pay, personal need, expected payment from others, and the number of households who had to contribute in order to maintain the quality. Furthermore, decreasing municipality size increased willingness to pay.  相似文献

With the aim of investigating factors affecting willingness to pay for municipality child care, a survey was undertaken in Sweden of 1840 parents living in five municipalities of different sizes. On the basis of the greed-efficiency-fairness hypothesis (Wilke, 1991) which is supported by results from experimental social dilemma research, it was hypothesized that perceived fairness of how the quality of child care is distributed (equal, proportional to need, or proportional to payment) as well as of method of payment (collectively by taxes or proportional to use by fees) would be important determinants of willingness to pay. Results showed that perceived fairness of how quality of child care is distributed played some role but that other factors had stronger effects. Perhaps also reflecting fairness considerations, willingness to pay by fees was on average higher than willingness to pay by taxes. Predicted from previous research, willingness to pay by taxes was furthermore found to increase with income and degree of use. However, willingness to pay by taxes showed an increase rather than the predicted decrease with municipality size.  相似文献

The validity and feasibility of using DNA collection cards in the field for preservation and analysis of Cannabis sativa genotypes were investigated using a highly specific hexanucleotide marker. Collection cards were submitted to the National Marijuana Initiative, which selectively trained and managed the collection of specific types of samples from a variety of participating agencies. Samples collected at seizure sites included fresh marijuana leaf samples, dried "dispensary" samples, U.S. border seizures, and hashish. Using a standardized PCR kit with custom-labeled oligonucleotide primers specific to marijuana, collection cards produced eight genotypes and 13 different alleles, extremely low baselines, and no cross-reactivity with control plant species. Results were produced from all sample types with the exception of hashish. Plant DNA collection cards represent an easily implementable method for the genetic identification and relatedness of C. sativa street and grow site-seized samples with applications for databasing and market disruption.  相似文献

In the present study, the relationship between biological maturation (skeletal growth) in adolescence and the development of drinking habits and alcohol abuse were studied for a representative group of Swedish males. The results showed that early maturers and late maturers had more advanced drinking habits at age 14 as compared to their normally maturing same-aged peers (p<.05).This difference was not significant 1 1/2 years later. In young adulthood more than one third (36%) of the late maturers were registered for alcohol abuse as compared to 14% of the normal maturers and 8% of the early maturers (p=.12).The relevance of psychosocial factors as mediating the relationship between biology and actual behavior was discussed. It was emphasized that differences in biological and psychosocial maturity should be taken into consideration when studying adolescent behavior, both in cross-sectional and in longitudinal perspectives.This study was supported by funds from the Swedish Council for Planing and Coordination of Research, the Committee for Social Research, and the Bank of Sweden Tercentenary Foundation.Received Ph.D. from University of Stockholm 1988. This study explores a possible governance model for Jakarta Metropolitan Area (JMA) under Indonesia's new Decentralisation Policy. At present the management of JMA development is coordinated by Badan Koordinasi Pembangunan Jabodetabekjur (BKSP) —Coordinating Board for JMA Development, but this agency is ineffective and powerless to perform its tasks because of lack of authority and power. The establishment of JMA governance model should take into account the existence of the BKSP which has been politically accepted by all provincial and local governments in the region. Involvement of central government in JMA governance is very important. A mixed model of urban governance is most suitable for the JMA. Thereunder the central government should have authority to plan and develop major physical infrastructure for the whole JMA, while the provincial and local governments retain their respective general administrative functions. Under the new decentralization policy, local governments in Indonesia tend to be inward-looking in orientation. Many local governments have exploited the local resources even more intensively, and they are not concerned with the socio-economic conditions of the larger region of which they are part. Within the context of metropolitan areas, there has been almost no effective cooperation among the bordering districts and municipalities to promote the metropolitan development. Against this backdrop, the study examines and compares the institutional partnership and governance in two Indonesia's metropolitan areas, namely Kartamantul (Greater Yogyakarta) and Jabodetabek (Greater Jakarta).  相似文献

Not many countries have experienced as fast a growth in the number of local governments as has present day Indonesia. This study examines how territorial splits under new decentralisation policy have effected local development. The paper also critically discusses what needs to change and improve in decentralisation policy to encourage local development. Territorial splits have reinforced spatial fragmentation and ‘local selfishness’, hindering rather than driving local development. Territorial splits have also been a substantial additional burden to the national budget, and have resulted in many conflicts, disputes and tensions at the local level. This paper recommends that there should be a comprehensive review into the practice of territorial splits and suggests that there is a need to make regional mergers a more attractive option for the efficient and effective provision of public services at the local level.  相似文献
