This article examines the underlying assumptions and main findings of four streams of research on bureaucratic postures. It explores the utility of each school of thought for understanding how perspectives on bureaucratic postures are associated with the advancement of the public interest and bureaucratic performance. A main conclusion is that, although limited in scope of application, each stream has merit. Nonetheless, the existing research is too narrow: The field needs to consider a more complex model of bureaucratic behavior that draws from these four fields to offer a framework that is widely applicable to the range of motives for work found in the public bureaucracy and the variety of behaviors that individuals exhibit. Some attributes that may characterize such a model are sketched out.  相似文献

The 2000 presidential election of opposition candidate Vicente Fox signaled an end to seven decades of Mexico's single-party regime and seemed to herald the advent of truly competitive politics. But by 2003, economic reform had largely stalled, and Fox's party suffered a historically unprecedented midterm' loss in the congress. This article analyzes the underpinnings of policy gridlock in the Fox administration. Fox inherited the need for microeconomic restructuring and increased competitiveness, more innovative and pragmatic state policies, the need to pay attention to the country's sharp income inequalities, and the challenge of crafting a political strategy that could build a middle ground and foster policy consensus. With his party's minority standing in the congress, Fox was constrained from the start by divided government. But more effective statecraft and coalition building would have helped. These will be essential elements for the success of any post-Fox regime.  相似文献

This article analyzes performance and organizational issues revealed by the governmental response to Hurricane Katrina. It reviews and analyzes the organizational changes made in the federal government to address homeland security and presents several proposals for reorganization suggested by policy makers in the aftermath of Katrina. A management approach rooted in adaptive management is presented for use in the ongoing process of organizing for homeland security.  相似文献

Public management reforms often are portrayed as part of a global wave of change, and all organizational change is interpreted within a single reform paradigm that is rooted in economics and market–based principles. Reforms outside this paradigm go unnoticed. This article examines the assertion that different drivers of change competing with the dominant focus of management discourse remain present and influence the direction of reform. It presents three alternative drivers of change rooted in normative values and provides evidence of their relevance from three national cases. Normative influences are reflected in a stream of activities occurring within the same time period in different civil service systems. The direction of public management practice cannot be seen as fully determined by any one approach to government reform or as traveling in only one direction. Understanding the balance among competing drivers of change is a key to interpreting both contemporary and future administrative reform.  相似文献

In this study, we examined the role of dispositional optimism in mediating distress among students who experienced traumatic events, including child physical abuse, emotional abuse, and sexual abuse. Participants included 199 undergraduate and graduate students (aged 18–63 years) from a private university in Oregon. In this study, dispositional optimism partially mediated distress among individuals who had experienced child physical abuse and child emotional abuse; participants with higher levels of optimism had lower levels of distress. In addition, dispositional optimism fully mediated distress among individuals who had experienced traumatic events such as rape, assault, and fire; participants with higher levels of optimism had lower levels of distress. Contrary to prediction, the experience of child sexual abuse was not associated with distress. Clinical implications of these results are addressed.  相似文献

Suspects in legal cases can be identified by an ever‐growing list of novel methods. The most common techniques currently used include latent print and DNA analysis. Although standard fingerprinting entered the courtroom over a century ago, the admissibility of fingerprint evidence has undergone a period of intense scrutiny in the USA in recent years. In contrast, most challenges to DNA analysis as a science came during its inception in the late 1980s and early 1990s. Current challenges to fingerprint evidence attempt to discredit the science behind the theory whereas challenges to DNA evidence often bring into question the competency of the analyst. In either case, the lessons learned in various court systems give guidance for those implementing the newer emerging biometric identification technologies such as facial recognition systems, retinal scans and the like. The first section of this article deals with fingerprint analysis and recent challenges to fingerprint admissibility in US courts. The second section discusses the evolution of DNA analysis and relevant cases. The final section gives recommendations for emerging biometric technologies to follow to satisfy the standards set forth by the courts.  相似文献

The 2000 presidential election exposed serious election-administration deficiencies that affected the presidential election and the confidence of the American people in the way elections are administered. The ensuing controversies also exposed significant issues in judicial—administrative relations. This article examines the factors involved not only in Florida, but also in the nation, and discusses lessons for the future of election administration and for public administration generally.  相似文献

Since the early 1990s, the Supreme Court has been issuing decisions that, taken together, constitute a new judicial federalism. This effort is rearranging intergovernmental relations as we have known them for several decades. However, the boundaries of this new doctrine and its implications for public administration are not well understood. This article analyzes the principal constitutional bases for the Court's actions and gauges the balance of this new judicial federalism. It then sorts out the implications for public administration and projects where the Court may be going with this doctrine in the future.  相似文献
