This article, invited by the editors, provides us with an opportunity to reflect on a scholarly collaboration of more than 30 years. Looking backwards, we believe our success has come in part from the different backgrounds that we bring to our collaboration. It also comes from the fact that neither of us at the time we met was comfortable with the scholarly models that we were intellectually programmed to pursue in our individual careers. We discuss not only what our collaboration has produced, but also the pragmatic and serendipitous elements that have gone into working out and defining our research approach, and how that approach has changed in relation to the shifting scholarly context and related changes in the global political economy, our own ambitions, and opportunities and obstacles that have at times shifted our focus. Our individual and collective career trajectories also say something about the scholarly fields in which we have operated.  相似文献

Abstract.  Over the past twenty years in France, the politique de la ville (a public policy initiative targeting impoverished urban areas) has constituted one of the main sources of renewal of the discourse concerning social participation. This article looks at whether it has led to a genuine democratisation of policy making. The following four questions are discussed: Have participatory procedures improved the efficiency of public policy? Have they fostered the strengthening of the social bond? Has setting up new procedures improved deliberation between political and nonpolitical actors? And has this new policy generated a renewal of local elites and modified the decision-making process? The authors conclude that these different attempts have had only a very limited impact.  相似文献

Do more rules improve overall policy performance? To answer this question, we look at rule growth in the area of environmental policy from an aggregate perspective. We argue that impactful growth in rules crucially depends on implementation capacities. If such capacities are limited, countries are at risk of ‘empty’ rule growth where they lack the ability to implement their ever-growing stock of policies. Hence, rules are a necessary, yet not sufficient condition for achieving sectoral policy objectives. We underpin our argument with an analysis of the impact of a new, encompassing measure of environmental rule growth covering 13 countries from 1980 to 2010. These findings call for ‘sustainable statehood’ where the growth in rules should not outpace the expansion in administrative capacities.  相似文献
