The central leaders in China adopted a tax assignment system and centralized taxation in 1994 with the goal of increasing central tax revenues. By setting up the National Tax Bureau, the central leaders intended to leave central tax collection undisturbed by local influences. However, informal practices at the local level revealed that the local governments colluded with the central tax bureaucrats stationed in their regions at the expense of central interests. The need to develop local economies, an important task assigned to local governments, is one important reason behind local interference in central tax collection. This study finds that the central government coped with this problem by changing the incentives of the provincial party secretaries through linking central tax collection in a jurisdiction with their chance of promotion.  相似文献

Scholars have examined the effects of various environmental factors on the nonprofit sector to elucidate the role of nonprofits in modern society. However, researchers report a paucity of information on nonprofit growth using longitudinal data, especially outside the United States. This article analyzes 40 years of political, economic, and sociodemographic data in South Korea to test theories of nonprofit growth and to determine whether the concepts and theories developed for Western societies can be successfully applied in South Korea. The results show that demand‐ and supply‐side economic theories account for variations in nonprofit growth, but the existing socioeconomic explanations fail to recognize the political influences on nonprofit development. Nonprofit organizations have emerged from social and economic necessity but have also been nurtured within a political framework.  相似文献

Conventional methods for evaluating the mastoid as a sex indicator cannot determine whether mastoid shape is an independent and reliable sex indicator. Here, shape differences between the mastoids of 100 male and 100 female modern white Americans were statistically analyzed and visualized using the geometric morphometric method. Discriminant analysis was performed on mastoid size and shape. The relation between size and shape was analyzed to examine the effect of size on shape. In the results, mastoid size and shape were statistically significant sex indicators, while size factor explained 87.3% of the total variance of the shape variables. Nevertheless, females had relatively broader and shorter mastoid shape than males regardless of size, reflecting 12.7% of the total variance of the shape variables. In conclusion, mastoid size and shape were statistically significant sex indicators, while size may matter more in the mastoid than in other cranial parts in terms of sexual dimorphism.  相似文献

Abstract: The proper identification of illicit plants such as Papaver somniferum L (opium poppy) is important for law enforcement agencies. The identification of opium poppy was presently tested using 10 genetic markers that are universal for all plants or specific to a few poppy plants. The genetic distances of universal markers such as nuclear internal transcribed spacer (ITS), 18S rRNA, plastid rbcL, and trnL‐trnF intergenic spacer (IGS) of 14 species included in the Papaveraceae and Fumariaceae family were acquired by sequence comparisons. Both the ITS region and trnL‐trnF IGS showed high levels of interspecific divergence. Six Papaver genera‐specific markers were developed from coding regions involved in morphine biosynthesis. Three markers (TYDC, NCS, and BBE) produced amplicons only in opium poppy, providing a presence/absence test for opium poppy, while three additional markers (CYP80B1, SAT, and COR) were genus specific. These 10 markers might be useful for the forensic DNA analysis of opium poppy.  相似文献

This opening article presents rationales for the Special Section which analyses South Korea's debates and discourses on crucial issues related to East Asian regional politics. The article opens with a consideration of why attention is drawn to South Korea and particularly to its discourses. Expanding upon constructivist theoretical insights, this article shows how they matter in foreign policy-making and state behaviour. In addition, the article clarifies the scope of analysis of this Special Section. While recognising that many different actors and issues shape the regional order in East Asia to varying degrees, we hold that the most direct impact on changes and/or continuity in that order comes from state actors in the realm of security (or the security–economy nexus). The article ends on a cautiously optimistic note: although the perspectives and discourses analysed in this Special Section are not exhaustive, the analysis can serve as a useful reference point for discussion that seeks to advance our understandings of how South Korea is likely to behave toward its neighbours and what the future of the East Asian regional order will look like.  相似文献

Despite declining memberships, labor unions still represent large shares of electorates worldwide. Yet their political clout remains contested. To what extent, and in what way, do unions shape workers' political preferences? We address these questions by combining unique survey data of American workers and a set of inferential strategies that exploit two sources of variation: the legal choice that workers face in joining or opting out of unions and the over‐time reversal of a union's policy position. Focusing on the issue of trade, we offer evidence that unions influence their members' policy preferences in a significant and theoretically predictable manner. In contrast, we find that self‐selection into membership accounts at most for a quarter of the observed “union effect.” The study illuminates the impact of unions in cohering workers' voice and provides insight on the role of information provision in shaping how citizens form policy preferences.  相似文献

In bloodstain pattern analysis, the blood droplet volume and surface impact velocity play an important role, and many related experimental studies have been carried out. If an appropriate computational fluid dynamics (CFD) model that could solve bloodstain patterns, especially spine formation bloodstain patterns, can be obtained, the blood droplet volume and impact speeds at various crime scenes can be predicted more accurately. For this purpose, Flow‐3D software using the volume‐of‐fluid method was applied to analyze the behavior of human blood droplets during an impact event, especially focusing on the viscous effect on splashing, which forms the spine which can be used to predict the impact velocity. To obtain a non‐Newtonian viscosity model of blood for a computational fluid dynamic analysis, the venous blood samples of 163 people were tested using a hemorheology instrument. Among the venous blood samples of 163 people, 37 samples for which all blood test results were in a normal range were selected for the non‐Newtonian viscosity modeling. From the CFD analysis, it could be concluded that a non‐Newtonian viscosity model is more appropriate than a constant viscosity model for predicting splashing that forms the spine. The gradient of the non‐Newtonian model at a high shear rate has more of an effect on spine formation than that at a low shear rate. The lowest viscosity with a high velocity at the outer front of the radiating flow plays an important role in forming the splashing pattern.  相似文献

Abstract: An investigation is presented of the explosion of a CNG (compressed natural gas) fuel vessel, called a liner, in an urban bus. The explosion happened at a gas station 10 min after filling was completed. There were no traces of soot and flames at the failed liner, which would be indicative of explosion by ignition of the gas. The filling process of the station was automatically monitored and recorded in a computer. There was no unusual record of the filling system that indicated excess pressure at the time of the accident. There were cracks on the liner that were initiated at the outer surface of the cylindrical shell located at a point 4 cm above the lower dome where cracks did not originate easily as a result of overload. Chemical analysis was performed on a specimen that was cut from the liner, and there was no peculiarity in the mix. Mechanical analysis was performed on the specimens and showed that the hardness was not in the specified range because of inadequate heat treatment of the metal. The hardness of the liner was strictly controlled in the manufacturing process. All the liners that were manufactured at the same period with the failed liner were recalled for examination.  相似文献

Abstract: Meticulous recovery of victims in the Daegu subway disaster was possible, because charred and fragmented victims were left in situ. Because bodies were piled one over another within the train, appropriate methodology during the recovery was critical to identifying the victims. The disaster area was thoroughly documented with notes, photographs, and schematic drawings of the various locations. The recovery team, comprising two medical examiners and one forensic anthropologist, decided when charred body parts and cremated bones were linked to the same individual based on the anatomy and forensic anthropological examination. Without these recovery procedures, it would not have been possible to efficiently harvest representative DNA sample from most of the victims’ body parts. After the entire process of identification, 136 victims were positively identified, and six victims remained unidentified. This study supports the crucial role of forensic anthropologists in the recovery of victims, especially in fire scenes.  相似文献

The objectives of our study were to investigate the dose–response relationship of the TASER X26 discharge duration in an anesthetized swine model. Fourteen swines were anesthetized and then exposed to TASER X26 discharge for 5 sec (n = 5) or for 10 sec (n = 6). The sham control group (n = 3) was anesthetized and studied using the same protocol except TASER X26 discharges during the experiments. Hemodynamic parameters were obtained. Blood pressure and total peripheral resistance decreased significantly after TASER discharge and returned to baseline value at 15 min after 5 sec of TASER discharge but did not return to baseline values during the 30‐min observation period after 10 sec of TASER discharge. Repetitive TASER X26 discharge resulted in adverse physiologic events with a dose–response relationship related to the duration of TASER X26 discharge in an anesthetized swine model.  相似文献
