As the Chilean government seeks to reduce poverty and inequality through cash transfers to poor households, local governments are responsible for both identifying the poor and allocating transfers. Until recently, however, evaluating the effectiveness of local governments in enacting these policies has been restricted by data limitations. This paper builds on recent evidence that cash transfers have highly variable impacts on poverty and inequality at the county level. In particular, we explore how local public finance and the strength of the governing mandate influence the efficiency of cash transfers. With a richly specified model, we find that public spending on goods and services, the fraction of available subsidies claimed by the local government, and the share of county land that is zoned for industrial purposes are all correlated with considerable reductions in poverty and inequality. In addition, the strength of the governing mandate weakly influences the efficiency of transfers in reducing poverty, but not inequality. These results demonstrate that a better understanding of such institutions can lead to more efficient targeting for social programs.  相似文献

The increasing commercialisation of human ICT implants has generated debate over the ethical, legal, and social implications of their use. The convergence of nanotechnologies with ICT is likely to further challenge the current legal frameworks that regulate them. The aim of this article is to examine the effectiveness of the European data protection legal framework for regulating this “next generation” of nano‐enabled ICT human implantable devices. The article highlights the potential regulatory challenges posed by the applications and makes a series of recommendations as to how the current European legal framework on data protection will respond to them.  相似文献

Abstract— This study focuses on the consequences at the local level of decentralisation and state disengagement policies in Chile. We proceed in two stages. First, we analyse whether the nature of urban collective goods and services has changed from political to economic. Next, we study the effect of these policies on community/ authority relations, and more broadly, on local politics. A case study of the city of Conception serves to explore our questions. We conclude that the local community has adapted to the economic nature of collective goods and has developed the necessary organisation, technical and leadership skills. Power politics however have not disappeared but are now in higher institutional levels. Politicians do not seem to have followed the trend and thus have still to open to democratic participation and legitimate representation as expressed by the citizens' aggregated interests.  相似文献

Attitudes towards social spending and the welfare state have been characterised by one of the longest standing and widest gender gaps. Past research suggests that parenthood deepens this divide further. Yet, the exact relationship between parenthood and support for social policies – and the gendered nature of this process – has been difficult to establish because it can vary across welfare policy areas and the age of the children, which past studies, relying on cross-sectional data, has found difficult to unravel. Using panel data from the Swiss Household Panel, we examine individual level changes in fathers’ and mothers’ views towards specific welfare state policies. We find that individuals’ support for social spending fluctuates at different stages of parenthood, and that mothers’ demands differ from fathers’ in relation to care related but not in terms of educational spending. This implies that parents are not a homogeneous group that parties could target with uniform electoral pledges. As a result, building widespread electoral support for expanding a broad range of social investment policies is likely to be challenging in a context where, first and foremost, self-interest appears to drive (or depress) individuals’ support for specific welfare state policies.  相似文献

Peer courts are an alternative to juvenile court, intended to provide less stigmatizing and more individually responsive dispositions for first‐time and early youthful offenders. This study examined the potential usefulness of assessing ego identity status for peer courts. Mailed surveys were sent to attendees of seven Utah peer courts who had their cases reviewed between August 1998 and January 1999. Thirty‐seven percent (N = 120) responded. Chi Square analysis showed that ego identity statuses were related to drug use and previous delinquent behavior, but not recidivism. Foreclosed status youths were statistically unlikely to recidivate, use drugs, and reported fewer previous offenses.  相似文献
