Educational Policy and Political Development in Africa

This article is an abridged version of a lecture given on the28th November at a combined meeting with the Royal Empire Society,Lord Hailey being in the Chair. Mr. Hussey has been Directorof Education in Uganda and Nigeria, and Educational Adviserto the Emperor of Ethiopia. He is now working for the BritishCouncil.     

Higher Education in West Africa

On the 19th June, the long awaited reports of the Asquith Commissionand the Elliot Commission were published as Cmd. 6647 and 6655.The Asquith Report (2/-) contains 119 pages with tables: theElliot Report (3/-) is even longer— 190 pages with tables,maps and plans. Members will appreciate the work of Mr. Hussey,a former Director of Education in Nigeria, who has kindly summarisedthe main findings, in the hope of stimulating the public ofboth Britain and West Africa to study the full Reports.     

PERSPECTIVES ON PAROLE DECISION-MAKING WITH JUVENILES

Parole as applied to juveniles is something about which we have generated little systematic knowledge and few theories. The purpose of the present study is to present and assess various perspectives that are potentially fruitful in exploring parole decision-making with juveniles. Material drawn from parole decision research with adults is juxtaposed to that derived from more theoretical sociological perspectives, and both are evaluated in view of the philosophy of the juvenile justice system. Results are presented which suggest that the social service orientation of the juvenile justice system is not very helpful in understanding parole decision-making. Rather, it would appear that an analysis of “normal cases” forms the basis of decisions and that race constitutes a basic sorting variable. Furthermore, it is suggested that different sets of factors are used in decision-making for offenders of different races.
