Egypt's President, Hosni Mubarak, is noted for having perfected the art of seemingly introducing reforms while actually consolidating his autocratic rule. In response to domestic and international pressure, he has recently introduced further reforms, in the hope of silencing the opposition and officially rectifying Egypt's poor human rights record. In his speeches and public statements, Mubarak has promised to set Egypt on the road to freedom, human rights, and democracy. He has established a National Council for Human Rights, more freedom for political parties and the press, and a series of constitutional amendments liberalising presidential elections and allowing more democracy, with a great deal of fanfare. This paper will consider the significance in reality of these constitutional amendments, particularly as regards human rights and democracy, the powers of the president and the role of non-governmental organisations and ordinary citizens in decision making. We conclude that, welcome as they are, the reforms have so far not been effective in moderating the president's absolute authority, neither have they lived up to public expectations. Whatever reform measures the Egyptian government has reluctantly introduced have been drained of any real substance by legal stratagems or hedged with all sorts of restrictions.  相似文献

Cardiac troponin T (cTn T) and the postmortem diagnosis of sudden death   总被引:1,自引:0,他引:1  
PURPOSE: To evaluate the effectiveness of the increase of postmortem cardiac troponin T (cTn T) in acute disease-related deaths. METHODS: Peripheral venous blood was sampled from 39 autopsies performed. Thirty nonhemolyzed specimens were considered in the final analysis (n = 30).Only the calculation of the cTn T was performed using the Roche Diagnostics Elecsys 2010 Immunoassay System. The high limit and the cutoff are 25 ng/mL.Deaths were divided into 2 groups, according to sudden cardiac deaths (group 1, n = 15) and non-cardiac-related deaths without resuscitation (group 2, n = 15). RESULTS: All the cases with visual myocardial infarction had elevated concentrations of cTn T. The difference of the postmortem cTn T concentrations between resuscitated and nonresuscitated is nonsignificant.In the non-cardiac-related deaths, the elevated concentrations of cTn T were only noted in all cases of electrocution. CONCLUSION: In clinical practice, several biochemical markers are used for the diagnosis of myocardial infarction. Because of its extreme specificity for myocardial damage, cTn T and cardiac troponin I (cTn I) are frequently used. The results of these assays could then be used to facilitate selection for cases that may be released following histologic examinations.  相似文献

This article documents wages and working conditions for landless female and male agricultural labourers in Morocco. We found that higher-paid, equipment-intensive tasks were predominantly assigned to men, whereas women often performed lower-paid, time-intensive tasks. Women were systematically paid less than men even when they performed the same tasks. Enforcing existing legislation in Morocco to ensure equal pay for women is an essential first step towards enabling women to benefit equitably with men from their agricultural labour contributions. A revalorisation of the importance of agriculture is also necessary so that agricultural labour is not perceived as an occupation of last resort.  相似文献

Fully aware of the pressing need for change in the Arab-Muslim world, a group of Egyptian intellectuals have formed the Egyptian Enlightenment Society to promote the necessary reform for the challenges of the twenty-first century. They seek to restore a liberal-secularist trend by disseminating the ideas of rationality, freedom, equality, emancipation of women, and so on. They champion a civil society as against the religious society advocated by the Islamists. The advocates of enlightenment have mobilized the ideas and theories of Egyptian and Muslim liberal thinkers, in particular those of lbn Rushd (Averroes), the great commentator and interpreter of Aristotelian philosophy, regarded by many as one of the key figures in the development of the European Enlightenment. Averroes, a defender of the freedom of rational investigation, and a precursor of the modern scientific outlook, sought to reconcile philosophy and religion, and thus introduce philosophy into a Muslim society governed by the shari. The future of the Arab-Muslim world will depend on the outcome of the struggle between enlightenment and Islamic fundamentalism.  相似文献

Naguib Mahfouz, the Egyptian Nobel Laureate in literature, was stabbed by Muslim militants in October 1994. After the publication of his novel ‘Awlad Haratina’ radical Islamists accused him of apostasy and blasphemy. In this novel Mahfouz set out to write an allegory of human history in which the principal characters paralleled the main biblical figures, but the book angered the Islamists. Most literary figures support Mahfouz in arguing that the novel is a piece of literature or art, and not a theological treatise. It deals with problems of social justice, the abuse of power by rulers, and the exploitation of the weak by the strong. It shows that reforms by various prophets have failed to ameliorate the human condition and suggests that science seems to offer a greater promise. But the metaphysical (religious) framework within which issues of social justice, science and socialism are discussed remains the most problematic and controversial aspect of this literary work, and draws attention, therefore, to the understanding of the role of religion in human affairs.  相似文献

On June 14, 1995, Cairo's Appeals Court ruled that Nasr Hu¯ mid Abu Zayd, a Professor of Islamic and Arabic Studies at Cairo University, was an apostate from Islam, and ordered his separation from his wife. The court based its decision, later upheld by the Supreme Court, on its interpretation that the principle of hisba is applicable in matters of personal status. Hisba is based on the Qur'anic verses entrusting Muslims with the collective obligation to encourage good and discourage evil. In his books and articles, Abu Zayd, a liberal-secularist writer, extended his linguistic research to the study of Islamic texts, in particular the Qur'an and the Sunna, thereby infurating the Islamists, who charged him with blaspheming Islam, and demeaning Islamic Ulama¯, past and present. Like many liberal writers in Egypt, Abu Zayd is an advocate of freedom of thought and scientific research, and a critic of the contemporary Islamic discourse. The rejection of Abu Zayd's promotion at the University, the court decision, and his self-exile in Europe, fearing for his life, are evidence that the influence of the Islamists has extended beyond preaching into the Academy and the Judiciary, to the detriment of scientific research, freedom of thought and expression, and social and economic progress.  相似文献
