In Australia there has been a great deal of discussion in recent years of something called ‘political correctness’. This term is an insidious phrase applied to academic humanists, who, it is frequently said, do not think independently but rather according to norms established by a cabal of ‘correct-thinking’ leftists. These norms are supposed to be overly sensitive to racism, sexism and the like, instead of allowing people to debate in what is supposed to be an ‘open’ manner (Said 1994:58). This article asks why Australia has witnessed a backlash against ‘political correctness’ at this point of time. Why has Hanson been able to mount a sustained attack on ‘political correctness’ and why has John Howard's response been muted? The article suggests notions of identity and difference are at the centre of the recent debate — the rhetoric has highlighted the politics of division while obsuring the issues of those marginal to the mainstream.  相似文献

The aim of this research was to investigate whether, and to what extent, women with learning disabilities were enabled to exercise choice and control when it came to their use of contraception. Semi-structured in-depth interviews were conducted with 23 women with learning disabilities in the UK to explore these issues. Findings suggest that most women with learning disabilities did not make their own decisions and some of those who did, found their choices constrained by various factors, such as their young age, fears of losing their service, and previous traumatic experiences. The over-use of Depo-Provera is discussed, as are the common practices of giving contraception to women who are not sexually active and those whose fertility has declined naturally due to their age. The factors which lead to women's relative lack of autonomy are explored.  相似文献

The socialist factory, as the ‘incubator’ of the new socialist (wo)man, is a productive entry point for the study of socialist modernization and its contradictions. By outlining some theoretical and methodological insights gathered through field-research in factories in former Yugoslavia, we seek to connect the state of labour history in the Balkans to recent breakthroughs made by labour historians of other socialist countries. The first part of this article sketches some of the specificities of the Yugoslav self-managed factory and its heterogeneous workforce. It presents the ambiguous relationship between workers and the factory and demonstrates the variety of life trajectories for workers in Yugoslav state-socialism (from model communists to alienated workers). The second part engages with the available sources for conducting research inside and outside the factory advocating an approach which combines factory and local archives, print media and oral history.  相似文献

The uchastkovyy, or beat officer, is at the front lines of Russian police work. This article investigates the general environment in which the uchastkovyy functions, using Moscow as an example. More specifically, this article examines the institutional structure within which the beat cop operates, his/her duties and resources, the quota system used to evaluate his/her performance, and the nature of the interaction between the uchastkovyy and the public. In so doing, the study disaggregates the monolith that is the Russian police, focusing on that component of the force (uchastkovyy) that interacts most directly with the citizenry. It relies on data from a survey of 1500 Muscovites and four focus group encounters organized by the author to elicit a broad range of public attitudes regarding the performance and conduct of uchastkovyy, exploring particularly what measures might be taken to enhance the level of public trust in their local beat officers.  相似文献

The ‘woman doctor question’ was a title given to the public debates that erupted in early twentieth-century New South Wales (Australia) over the employment of women doctors in general hospitals. Two wellqualified women, Drs Susie O'Reilly and Jessie Aspinall, were rejected from hospital residencies in Sydney, which led a wide variety of groups and individuals to mobilise in print, not only to denounce the specific rejections but also to challenge the gendered thinking that underpinned them. The arguments and rhetoric of the newspaper debates turned on notions of ‘appropriate’ women's work, the gendered world of hospitals, and assumptions about the gendered nature of medical practice itself. Public discussions of the ‘woman doctor question’ provide a rich source for historians, although for some reason they have been previously overlooked. While the rejection episodes have long formed part of the mythic world of pioneering women in Australia ‘having been seized upon by early historians as vivid examples of women's professional disadvantage’, the deeper cultural meanings and consequences embedded in these debates have been neglected. This article investigates the course of the debates and why they were so passionately contested. Examining the rhetoric used during ‘all this fuss’ (as one participant dismissively phrased it) highlights the significance of the gendered body for the ways in which medical practice was perceived, and ultimately, for how medicine was practised.  相似文献

The increased use of information and communication technologies (ICTs) has triggered enormous innovation in the public sector and created positive public value at the managerial, delivery of services, and policy levels. However, these positive outcomes do not automatically accrue simply by adoption of ICTs as public leaders can fail to adopt relevant new ICTs, use them poorly, or use them in ways that actually diminish public value, which raises the question of the importance of e-leadership. This article examines e-leadership and innovation capacity at the individual public manager level and fills in some gaps about the practice and implementation of ICTs in the public sector. We explore eight research questions useful in theorizing about e-leadership, develop constructs of e-leadership, and describe the current development of e-leadership. By comparing e-leadership in two country settings (South Korea and the United States), we also overcome the limitations of the existing Western-oriented studies about innovations in the public sector. In addition to the growth of e-leadership use and requirements for a variety of competencies equivalent to, but separate from, traditional communication competences, we find that national cultures exert significant influence on the major constructs of e-leadership, which implies that an effective e-leadership strategy should consider cultural contexts seriously.  相似文献

Knowledge uptake, having decision makers assimilate the ideas of experts, is recognized as an important stimulus to bringing about policy change. This is particularly true in the realm of environmental policymaking, which is characterized by knowledge intensity, complexity, and multifaceted concerns. Using examples from an innovative watershed management organization, this article presents a heuristic for understanding how knowledge uptake occurs within a cycle of organizational reasoning. This cycle is driven by activities that transform data, information, and knowledge and that link specialists with decision makers. The heuristic can be used as a diagnostic tool to identify breaks in the transformation process that impede mandate fulfillment and impair capacity building. Lack of appreciation of the dynamic relationship between data, information and knowledge leads to mistimed and ineffective policy interventions that do not result in the hoped for progress in science intended to underpin policy advances.  相似文献

Home furloughs are widely recognized as serving valid correctional aims. This was not always the case: when temporary release programs were first established, prevailing penal philosophy emphasized isolation from the community and institutional efforts to achieve inmate reform. It was not until penologists began to address the offender’s post-release adjustment difficulties that temporary release came to be viewed as a valuable aid to offender rehabilitation. Today, the graduation of release that home furloughs can provide make temporary release programs a routine and valuable aspect of correctional programming. Home furloughs can serve a variety of correctional objectives in addition to their principal function of facilitating inmate readjustment to the community. Temporary respites from confinement may humanize the prison experience and promote therapeutic goals. Home visits may act as incentives for good inmate behavior and may serve broader aims than those addressed by more narrowly focused conjugal visiting programs. Finally, observations of the offender’s performance on furlough may assist parole officials in evaluating an offender’s readiness for release. Although the future of temporary release programs is unclear, it appears that the multitude of functions served by home visits will insure their place in correctional programming. However new influences on correctional managers, such as the reforms proposed in the “justice model for corrections,” will undoubtedly modify the administration of temporary release programs and may well lead to some unanticipated consequences for the correctional community.  相似文献

Over the last two decades in the United States, mainstream environmental organizations have reduced, rather than increased, democratic participation by citizens in environmental problem-solving. The environmental justice movement, on the other hand, has served to enlarge the constituency of the environmental movement by incorporating poorer communities and oppressed people of color into environmental decision making process; build community capacity by developing campaigns and projects that address the common links between various social and environmental problems; and facilitate community empowerment by emphasizing grassroots organizing over advocacy. This paper outlines the different components in the environmental justice movement. It is our contention that if researchers and policymakers continue to conceive of the ecological crisis as a collection of unrelated problems, then it is possible that some combination of regulations, incentives, and technical innovations can keep pollution and resource destruction at tolerable levels for more affluent socioeconomic populations. However, poor working class communities and people of color which lack the political–economic resources to defend themselves will continue to suffer the worst abuses. However, if the interdependency of issues is emphasized as advocated by the environmental justice movement, then a transformative environmental politics can be invented.  相似文献
