The Institutional Hearing Program: A Study of Prison-Based Immigration Courts in the United States

This article presents the findings of the first research study of the Institutional Hearing Program (IHP), a prison-based immigration court system run by the U.S. Department of Justice. Although the IHP has existed for four decades, little is publicly known about the program's origin, development, or significance. Based on original analysis of archival records, this study makes three central contributions. First, it traces the origin and growth of the IHP within federal, state, and municipal correctional facilities. Notably, although the IHP began in 1980 as a program to deport Cuban asylum seekers held in civil detention in an Atlanta prison, it now operates to deport noncitizens serving prison sentences in twenty-three federal prisons, nineteen state prison systems, and a few municipal jails. Second, this article uncovers the crucial role that prison-based immigration courts have played in shaping the design of carceral institutions around the priorities of an immigration system that primarily targets Latinos for deportation. Third, this article shows how immigration courts embedded in carceral spaces have served as influential, yet overlooked, incubators of changes to immigration law and practice that today apply to all immigration courts, not just the IHP. These findings have important implications for contemporary understandings of the relationship between immigration detention, racialized control of migration, and penal punishment.

Erhebliche Defizite normativer Verbandsintegration im Bereich der ostdeutschen Arbeitgeberverbände erlauben die These, wonach deren Politik eher als ?Stellvertreterhandeln“ denn als intermediärer Prozess der Interessenrepräsentation aufzufassen ist. Diese These stützt sich nicht nur auf den Rückgang der unternehmerischen Verbandsbindung, sondern vor allem auf eine qualitative Analyse der Beziehungsmuster zwischen ostdeutschen Arbeitgeberverbänden und ihren Mitgliedern. Empirische Grundlage der vorliegenden Untersuchung sind rund 70 qualitative Expertengespräche mit Geschäftsleitungen und Verbandsvertretern und -vertreterinnen in drei ostdeutschen Industriebranchen. Es werden vier typische Beziehungsmuster identifiziert und beschrieben, wobei ein fragiles sowie passives Verhältnis der Mitglieder zu den Verbänden vorherrschend ist.

Overcoming Inner Division: post-suffrage strategies in the organised German women's movement

German women were working within a context strikingly different from either the USA or the UK following the granting of suffrage in 1918. Focusing on the largest of the bourgeois women's organisations, the Federation of Women's Associations (Bund Deutscher Frauenvereine, BDF), this article situates the post-suffrage strategies and priorities of the German women's movement within their particular national context. The BDF have been accused of failing to fully utilise the vote as a tool for change, but a study of their journal, Die Frau, shows that it was the weight of external factors that reduced the BDF's impact, rather than any failure of courage or commitment by the women. An overview of German press coverage of female suffrage before, during and after the war sets out the mental landscape within which the women were operating and gives for the first time a much-needed indication of public response to the issue.     

Can Locus of Control Compensate for Socioeconomic Adversity in the Transition from School to Work?

Internal locus of control is associated with academic success and indicators of wellbeing in youth. There is however less understanding regarding the role of locus of control in shaping the transition from school to work beyond the more widely studied predictors of socioeconomic background and academic attainment. Guided by a socio-ecological model of agency, the current study examines to which extent internal locus of control, understood as an indicator of individual agency, can compensate for a lack of socioeconomic resources by moderating the association between parental disadvantage and difficulties in the transition from school to work. We draw on data collected from a longitudinal nationally representative cohort of 15,770 English youth (48% female) born in 1989/90, following their lives from age 14 to 20. The results suggest that the influence of agency is limited to situations where socioeconomic risk is not overpowering. While internal locus of control may help to compensate for background disadvantage regarding avoidance of economic inactivity and unemployment to some extent, it does not provide protection against long-term inactivity, i.e. more than 6 months spent not in education, employment or training.     

The spectacle of politics: Wendy Davis,abortion, and pink shoes in the Texas ‘fillybuster’

Despite important inroads, women’s marginalization in the public sphere is still very real. From a feminist theoretical perspective, and informed by Guy Debord’s conceptualization of the society of spectacle, this study examines local and national newspaper coverage of Wendy Davis’s filibuster to block an abortion-restricting bill in the Texas State legislature in 2013. Qualitative and quantitative assessments show that gender was particularly encoded and marked in the mediated discourse, with reports focusing on Davis’ personal life and giving her celebrity status. The filibuster became a political spectacle that reified dominant gender values and norms.     

Points for Place: Can State Governments Shape Siting Patterns of Low-Income Housing Tax Credit Developments?

There is considerable controversy about the allocation of Low-Income Housing Tax Credits (LIHTC). Some charge that credits are disproportionately allocated to developments in poor, minority neighborhoods without additional investments and thereby reinforcing patterns of poverty concentration and racial segregation. We examine whether Qualified Allocation Plans, which outline the selection criteria states use when awarding credits, can serve as an effective tool for directing credits to higher opportunity neighborhoods (or neighborhoods that offer a rich set of resources, such as high-performing schools and access to jobs) for states wishing to do so. To answer this question, we study changes in the location criteria outlined in allocation plans for 20 different states across the country between 2002 and 2010, and observe the degree to which those modifications are associated with changes in the poverty rates and racial composition of the neighborhoods where developments awarded tax credits are located. We find evidence that changes to allocation plans that prioritize higher opportunity neighborhoods are associated with increases in the share of credits allocated to housing units in lower poverty neighborhoods and reductions in the share allocated to those in predominantly minority neighborhoods. This analysis provides the first source of empirical evidence that state allocation plans can shape LIHTC siting patterns.     

Gateway to Opportunity? Disparities in Neighborhood Conditions Among Low-Income Housing Tax Credit Residents

A key goal of housing assistance programs is to help lower income households reach neighborhoods of opportunity. Studies have described the degree to which Low-Income Housing Tax Credit (LIHTC) developments are located in high-opportunity neighborhoods, but our focus is on how neighborhood outcomes vary across different subsets of LIHTC residents. We also examine whether LIHTC households are better able to reach certain types of neighborhood opportunities. Specifically, we use new data on LIHTC tenants in 12 states along with eight measures of neighborhood opportunity. We find that compared with other rental units, LIHTC units are located in neighborhoods with higher poverty rates, weaker labor markets, more polluted environments, and lower performing schools, but better transit access. We also find that compared with other LIHTC tenants, poor and minority tenants live in neighborhoods that are significantly more disadvantaged.
